Abstract [sv]

Sverige har under flera år haft ett samarbete med Kina angående utveckling av ekostäder. Ett flertal myndigheter, företag och forskare har medverkat i planeringen av två stadsutvecklingsprojekt i Kina – Tangshan Bay Eco-City och Wuxi Sino-Swedish Eco-City. Denna förstudie syftar till att skapa en ram för en eventuell utvärdering av samarbetet mellan svenska och kinesiska aktörer. Förstudien omfattar en inventering av tidigare forskning och andra relevanta rapporter, identifiering av nyckelaktörer och aktiviteter inom det svensk-kinesiska samarbetet samt intervjuer med representanter från medverkande företag och kontor. Resultatet av inventeringen och intervjuerna analyseras med hänsyn till befintlig forskning angående effektiva institutioner för planering och finansiering, tillämpning av innovativ energi-och miljöteknik, och planering som beaktar stadens metaboliska funktioner samt faktorer som påverkar socialt hållbarhet. Förstudien har genomförts av forskare vid KTH från institutionerna för Energiteknik, Samhällsplanering och miljö samt hållbar utveckling, miljövetenskap och teknik under perioden oktober 2014-februari 2015.

Abstract [en]

This study examines institutional conditions for local governance and environmental integration. Four eco-city cases in Sweden and China are analyzed. The theoretical framework is based on theories of Environmental Policy Integration (EPI) and sustainable urban planning. Three categories of institutional conditions guide the analysis: Political will and commitment, Understanding, knowledge and experience, and Inter-organizational coordination. Despite strong local political will and commitment, considerable obstacles to environmental integration still exist, including political instability, lack of understanding, knowledge and experience, and insufficient cross-sector coordination. The current administrative organization based on sector-specific responsibility appears to impede cross-sector coordination for integrating environmental concerns in urban development. The establishment of temporary local administrative organizations may be an effective solution to break cross-sector barriers and generate integrated solutions to realize environmental objectives.

Abstract [en]

This paper contains one of the first empirical attempts to investigate the influence of local entrepreneurial social capital (ESC) on start-up propensity. A unique database, including not only total start-ups but also data on start-ups divided into six sectors, is used to study the impact of ESC on start-ups per capita. The results support the hypothesis that social capital, measured both as (1) firm perception of local public attitudes to entrepreneurship and (2) the share of small businesses influences start-up propensity in Swedish municipalities. The findings also support previous results suggesting that social capital has a somewhat stronger influence in rural areas than in urban areas.

Abstract [en]

Our understanding of the relationship between innovative capacity, social ca-pital and the social dimension of sustainable development is still in its infan-cy. There is an extensive literature on innovation with a strong connection to theories of social capital, but only a few studies have examined the effects of social capital on innovation. We create and test two measurable variables that describe local innovative potential in order to contribute to deeper understan-ding of the link between innovation and social capital: business-related social capital related to place, and innovative policy potential in local communities. Our model for Swedish municipalities indicates that these two variables have a positive impact on firm innovation (measured by export value per capita) at the local level, but also that there may be differences between these relationships in urban and rural municipalities.

Abstract [en]

The current empirical entrepreneurship literature mainly shows a positive correlation between entrepreneurship (measured as the number of startups) and economic growth. However, the mechanisms by which entrepreneurship exerts its positive influence are not obvious. This chapter studies the connections between startups and local development at the municipallevel in Sweden 2000-08. Weuse a unique database including not only total startups, but also data on startups divided into six branches to study the impact of entrepreneurship on population and employment growth. Analyses are performed on all municipalities as well as by municipality type. in contrast to previous research, our results indicate that for several branch groups startup effects on growth may be more pronounced in low density areas than in urban agglomerations.
