I en redan konjunkturkänslig bransch har COVID-19 pandemin, krig och stigande räntor gjort det svårare för kommuner att få till exploateringsavtal trots strategiska investeringslägen. Inte minst när visionen som följs yrkar på en lägre exploateringsgrad vilket ofta leder till minskade vinstmarginaler för exploatörerna. Ekerö kommun i Stockholm är mitt uppe i arbetet att identifiera om sig från en landsortskommun till en småstadskommun och har trots sina strategiska investeringslägen svårt att komma till avtal med de exploatörer som vill exploatera. Examensarbetet syftar därmed till att granska plan- och exploateringsprocessen i Ekerö kommun, främst kopplat till visionen småstad för att kunna ta fram förändringspotentialer gällande avtal för ny detaljplan och framtida exploatering. Genom kvalitativa semi-strukturerade intervjuer med kommunanställda och exploatörer verksamma inom kommunens gränser diskuteras dynamiken parterna sinsemellan, planprocessen i sin helhet samt förbättringspotentialer.

Resultaten pekar på att det är en otydlig vision, ett komplext samarbete och en annorlunda typ av planprocess som gör det svårt att komma vidare i planprocessen. Bland annat beskrivs och används visionen ”småstad” på många och på olika sätt av samtliga aktörer. Politiken och tjänstemännen är dessutom inte helt överens om den framtida utvecklingen. Utöver detta behövs ett utökat samarbete och en mer aktiv dialog för att lättare komma framåt, både internt hos kommunen och externt. Förbättringspotentialer som föreslås i arbetet är bland annat att ta fram ett tydligare ramverk för en exploatörsdriven planprocess, jobba mer med kontinuitet och att definiera begreppet ”småstad”. Man bör även ta fram en handlingsplan för hur visionen ska användas av samtliga aktörer. Genom att arbeta med bland annat dessa aspekter visas att en förenklad exploatörsdriven planprocess i Ekerö kommun är möjlig. Det behöver inte bara vara en dröm – utan kan gå att göra verklig.

In the already volatile housing industry, the COVID-19 pandemic, war and rising interest rates have made it more difficult for municipalities to get land development agreements despite strategic investment opportunities. This is especially true when the vision being followed calls for a lower density, which often leads to a reduced profit margin for developers. The municipality of Ekerö in the Stockholm region is working to re-identify themselves from a rural municipality (In Swedish: landsortskommun) to a small-town municipality (In Swedish: småstadskommun) and, despite its strategic investment opportunities, has difficulties in reaching land development agreements with the developers. This thesis thus aims to review the planning and development process in Ekerö municipality, mainly linked to the vision of the “small-town concept”, in order to be able to develop potentials improvements regarding agreements for new detailed development plans. Through qualitative semi-structured interviews with municipal employees and developers operating in Ekerö municipality, the dynamics between the parties, the planning process and improvement potentials are discussed.

The results indicate that an unclear vision, a complex cooperation and an unusual planning process make it difficult to move forward in the planning process. For example, the vision of a “small-town municipality” is described and used in many different ways by different actors. Moreover, politicians and officials do not fully agree on the future development. In addition, there is a need for increased cooperation and a more active dialog to facilitate progress, both internally within the municipality and externally. Potential improvements suggested in the thesis include developing a clearer framework for a developer-driven planning process, working more with continuity and defining the concept of a “small town-municipality”. An action plan should also be developed for how the vision will be used by all stakeholders. By working with these aspects, among others, a simplified planning process in Ekerö municipality is possible. It does not have to be just a dream - it can be made real.
