Cities and municipalities play a pivotal role in the transition towards a low-carbon economy. Local climate actions by municipalities are often more readily implemented than those at national or global levels. To develop effective municipal climate change mitigation strategies, it is imperative to obtain high-quality greenhouse gas (GHG) emissions data, which serves as the foundation for robust GHG inventories. 

Despite increasing interest and advancements in recent years, disparities in GHG inventory approaches among municipalities persist, hindering accurate comparisons and consistent accounting. Currently, there are no well-established global standards for municipalities to accurately account for GHG emissions at the local level. This study aims to enhance the understanding of climate inventory and accounting practices at the municipal level by examining existing policy frameworks across various levels and identifying key GHG emission inventory procedures and approaches through comprehensive literature reviews. Additionally, it investigates whether current municipal GHG inventory practices in Sweden effectively support municipalities in meeting their emission reduction goals and mitigation targets, utilizing expert interviews at both national and municipal levels. 

The study highlights the crucial role of municipalities in Sweden’s climate initiatives and emphasizes the importance of reliable GHG inventories in informing policy decisions and enabling municipalities to develop and implement robust reduction strategies. While current GHG inventory frameworks serve as useful preliminary indicators, they fall short of fully supporting municipalities in consistently addressing their reduction efforts. A globally or nationally agreed-upon GHG inventory standard for municipalities is necessary to ensure data availability and enhance data collection capabilities. Achieving this requires collaborative efforts among stakeholders at all different and the continuous improvement of GHG inventory methodologies.  

Städer och kommuner spelar en central roll i övergången till en koldioxidsnål ekonomi. Det är ofta lättare för kommunerna att genomföra lokala klimatåtgärder än på nationell eller global nivå. För att utforma effektiva kommunala strategier för att begränsa klimatförändringarna är det absolut nödvändigt att få data om utsläpp av växthusgaser av hög kvalitet, vilket utgör grunden för robusta växthusgasinventeringar. 

Trots det ökande intresset och framstegen under de senaste åren finns det fortfarande skillnader i kommunernas metoder för inventering av växthusgaser, vilket förhindrar korrekta jämförelser och konsekvent redovisning. För närvarande finns det inga väletablerade globala standarder för kommuner för att korrekt redovisa utsläpp av växthusgaser på lokal nivå. Denna studie syftar till att öka förståelsen för klimatinventering och redovisningspraxis på lokal kommunnivå genom att belysa befintliga vägledande policyramverk på olika nivåer och identifiera och beskriva viktiga förfaranden och tillvägagångssätt för inventering av växthusgasutsläpp genom omfattande litteraturstudier. Dessutom undersöks om nuvarande kommunala metoder för inventering av växthusgaser i Sverige gör det möjligt för kommuner att effektivt ta itu med sina insatser för utsläppsminskningar och begränsningsmål, med hjälp av expertintervjuer på både nationell och kommunal nivå. 

Denna studie visar att kommuner i Sverige är avgörande i landets klimatinitiativ och understryker värdet av tillförlitliga växthusgasinventeringar för att informera politiska beslut och göra det möjligt för kommuner att utforma och genomföra robusta minskningsstrategier. De nuvarande ramarna för inventering av växthusgaser fungerar dock bra som preliminära indikatorer, men gör det inte möjligt för kommunerna att fullt ut ta itu med sina minskningsinsatser på ett konsekvent sätt. Det behövs en globalt eller nationellt överenskommen standard för inventering av växthusgaser för kommuner för att säkerställa tillgången till data och förbättra kommunernas datainsamlingskapacitet. Detta kräver samarbete mellan alla intressenter på olika nivåer och kontinuerlig förbättring av metoderna för inventering av växthusgaser.
