Abstract [sv]

Med början 2003 har JM successivt effektiviserat sin verksamhet genom att tillämpa arbetssätt som bygger på ökad standardisering. Åtgärderna har resulterat i högre kvalitet och lägre kostnader. En förutsättning för att verksamheten ska vara framgångsrik är att krav på byggnaders tekniska egenskaper är likadana i olika kommuner inom samma klimatzon, såsom de är avsedda att vara. Kommunala avsteg från statligt beslutade krav leder bl.a. till ökade kostnader för JM och längre tid för planering och byggande eftersom fördelarna från strukturerade och enhetliga arbetsmetoder inte går att tillgodogöra sig.

Detta examensarbete tar avstamp i en utredning som Socialdepartementet tillsatte i november 2011 för att se över vissa byggfrågor i syfte att underlätta byggandet i Sverige. I examensarbetet har förekomsten av kommunala särkrav på byggnaders energihushållning undersökts. Därutöver har effekterna av kommunala särkrav på JM:s verksamhet undersökts.

En enkät som skickades ut till ett tjugotal kommuner i Stockholms län visade att ett flertal kommuner uttryckligen ställer särkrav. En analys av dessa särkrav visade att de har betydande effekter på JM:s verksamhet. Kommunala avsteg från statligt beslutade krav leder bl.a. till ökade kostnader för JM och längre tid för planering och byggande eftersom fördelarna från strukturerade och enhetliga arbetsmetoder inte går att tillgodogöra sig.

Kommunerna har säkerligen goda intentioner när de ställer skärpta energikrav. Tyvärr krockar särkraven med det JM:s standardiserade byggsätt och följden kan bli bl.a. en sänkt byggkvalitet. För att undvika detta är det viktigt att samma krav ställs samordnas så att samma kravnivåer gäller i olika kommuner.

Boverket, i sin tur, bör se över sitt regelverk för att utreda möjligheten att införa ett nationellt klassningssystem där kommunerna kan välja att ställa hårdare krav på ett standardiserat sätt.

Abstract [en]

Starting in 2003 JM has gradually been implementing measures to streamline its enterprise by means of increased standardization. The measures have resulted in increased quality and lowered costs.

In order for the organization to be successful it is necessary that the same building codes are enforced in all municipalities in a certain part of the country, as is intended. Local building codes that differ from the national ones have negative consequences for JM in the form of additional costs and longer times for planning and construction, because the benefits of a standardized business model are lost.

In November of 2011 the Swedish Ministry of Health and Social Affairs was tasked with presenting proposals on how the building industry in Sweden can be improved. Emanating from that inquiry, this thesis examines the occurrence of local building codes regarding energy provisions and consumption. Moreover, the effects that local building codes have on JM have been analyzed.

The responses to a questionnaire that was sent to around twenty municipalities in Stockholm County show that several municipalities have local building codes with stricter requirements than the national codes. An analysis of these stricter local building codes shows that they have significant effects on JM.

Local building codes that differ from the national ones have negative consequences in the form of additional costs for JM and longer times for planning and construction, because the benefits of a standardized business model are lost.

The municipalities, most likely, have good intentions when they decide to implement stricter local building codes. Unfortunately, these intentions collide with the JM:s standardized way of building and one adverse consequence may be a decrease of the quality of the constructions. To avoid this it is important that the same building codes are enforced in different municipalities.

Boverket has a responsibility to review its regulations and look at the possibility to introduce a national system of classifying building codes whereby the municipalities may choose to enforce stricter codes in a standardized manner.
