Abstract [en]

Congestion performance measures are used by traffic engineer for monitoring congestion. These indicators use the output of long term planning models and thus they are not sensitive to the dynamics of congestion. A dynamic analysis requires defining time intervals as well as time horizon for considering the impacts of congestion. Two approaches are identified in the present study: a predictive approach and an instantaneous approach. The present study analyses how congestion performance measures can capture the impacts of congestion and how this is affected by the approach considered. For recognizing the most suitable dynamic approach, a theoretical study based on speed-flow relationships is presented. The present study further develops performance measures to allow a time-dependent analysis. For the most suitable approach, microsimulation of two representative networks is used to compare how these dynamic indicators capture congestion impacts. The impacts considered are delays and pollutant emissions. The result and recommendations are presented and the end of the document.
