Abstract [en]

Neither engineers nor philosophers of technology can evade the old question “Is technology good or bad?” The standard answer is that technology in itself is neither good nor bad. Technology as such is believed to be value neutral, and values only come into play when we use it for good or bad purposes or with good or bad effects. “Ships, and Guns do not fight of themselves, but Men who act and manage them”, said William Petty in his Political Arithmetick more than 300 years ago.
