Cultural architecture represents the spirituality of the city and also reflects the life of its citizens. Many cultural buildings share an unfriendly feature, that the users of these spaces are remarkably exclusive. The desire to explore the space becomes the biggest obstacle for those who do not have precise expectations to visit the buildings. This project is focusing on the following questions - How do people equally enjoy the right to the city? What are the characteristics of a non-historical environment where everyone goes? How to popularize cultural public space to more audiences? The site is located on a sloping park near the riverbank in Turku, Finland. The foundation of the project is to keep the park and introduce more sunlight through the tools of architecture form. By integrating hybrid functions, make this civic center a welcoming harbor, providing a stop for the passing citizens and a place to enjoy their leisure time.
