Social hållbarhet har under de senaste åren blivit ett mer använt begrepp och fått ökad uppmärksamhet,inte minst genom de nya hållbarhetsmålen i Agenda 2030. Trots det finns det ingen enhetlig och allmändefinition av vad social hållbarhet är och begreppet kan innefatta en mängd betydelser. För skärgårdenär denna fråga än mindre studerad och det finns ett behov av att utforska vad social hållbarhet innebär iskärgården. Skärgården i Stockholms län möter utmaningar i form av avfolkning, utarmning av service,höga fastighetspriser, starkt säsongsberoende besöksnäring samt en geografi som försvårar förkommunikationer. Därför ämnar denna studie undersöka hur social hållbarhet kan definieras iskärgården och utforma ett antal rekommendationer till Värmdö kommun om hur de kan skapaförutsättningar för en utveckling mot en mer socialt hållbar och levande skärgård.Frågeställningen har besvarats genom en fallstudie av Värmdö kommun, där empirin har bestått avintervjuer med aktörer aktiva i skärgården, tillsammans med en dokumentstudie av dokument frånRegion Stockholm, Värmdö kommun, samt de fem andra skärgårdskommunerna i Stockholms län.Respondenterna har dels varit tjänstepersoner på Värmdö kommun och boende i Värmdö kommunsskärgård, och dels aktörer som har god insyn i Stockholms skärgård ur ett mer regionalt perspektiv. Denbreda mångfalden av respondenter har gett studien god insyn i de unika förutsättningar skärgården möterför social hållbarhet, samt de begränsningar och möjligheter som finns kopplat till det.En socialt hållbar och levande skärgård kan beskrivas som en skärgård som erbjuder bostäder,kommunikationer, skola och besöksnäring på de fastboendes villkor, men med deltidsboende ochbesökare i åtanke. Dessutom ska social hållbarhet definieras lokalt och präglas av en stark delaktighetfrån de boende. Studien resulterar i ett antal rekommendationer kring hur Värmdö kommun kan arbetaför utvecklandet av mer en socialt hållbar och levande skärgård. Rekommendationerna utgår frånidentifierade teman som är centrala för en socialt hållbar och levande skärgård. Dessa är bostäder, skola,kommunikationer, delaktighet, besöksnäring och mötesplatser.

Social sustainability has become a more used expression and received increasing attention during thelast years, not least through the UN sustainable development goals. Despite this, there is no unanimousdefinition of social sustainability and it therefore is defined differently depending on the context. Thereare a limited number of studies made on social sustainability in the Stockholm archipelago. Thearchipelago faces challenges of decreasing population, reduced level of service, strong seasonalvariations in tourism and a physical geography that complicates transportation. Therefore, this studyaims to examine how social sustainability can be defined in the archipelago and come up withrecommendations for Värmdö municipality on how they can steer the development towards a moresocially sustainable and vibrant archipelago.The research questions were answered through a case study on Värmdö municipality. The data collectionconsisted of interviews with different actors with connections to the archipelago, as well as a study ofdocuments from Region Stockholm, Värmdö municipality and the five other municipalities in theStockholm region that are a part of the archipelago. The interview respondents consisted of employeesat Värmdö municipality, residents in the Värmdö archipelago and actors that have insight in theStockholm archipelago from a regional perspective. The broad variety of respondents has given athorough understanding of the unique conditions that the archipelago faces related to socialsustainability, as well as the difficulties and possibilities in achieving a socially sustainable and vibrantarchipelago.A socially sustainable and vibrant archipelago can be described as an archipelago that offers housing,communications, schools and tourism on the permanent inhabitants’ terms, but with the part-timeresidents and tourists in mind. Furthermore, social sustainability needs to be defined locally and shouldbe characterized by citizen participation. The study results in several recommendations for Värmdömunicipality to consider when planning for a more socially sustainable archipelago. Therecommendations are based on the identified themes that are central to a socially sustainable and vibrantarchipelago. The themes are housing, schools, communications, participation, tourism and publicspaces.
