Sverige har upplevt en ökad oro under de senaste åren, vilket har förändrat säkerhetsläget och lett till att exempelvis staten har investerat i ett utökat försvar. Därmed behövs fler säkerhetsklassade byggnader. Som en följd har samarbetet mellan offentliga byggherrar och säkerhetsexperter intensifierats, vilket medför flera utmaningar, däribland kulturkrockar mellan de olika organisationskulturerna. Syftet med denna studie är att undersöka samarbete mellan offentliga byggherreorganisationer och säkerhetsexperter och vilka arbetssätt samt utmaningar som finns. För att besvara rapportens två forskningsfrågor har data skapats genom totalt 12 semistrukturerade intervjuer med representanter från offentliga byggherreorganisationer och privata säkerhetsföretag. Scheins modell om organisationskultur har applicerats som teoretiskt ramverk och använts för att förstå, tolka och förklara studiens empiri.

I intervjumaterialet identifierades nyckeltermer som spårbarhet, det digitala arbetssättet och måltriangeln, vilka utgör grunden för resultatavsnittet. Resultatet visar på tydliga organisatoriska kulturkrockar och författarna drar slutsatsen att dessa främst beror på att byggherrarna respektive säkerhetsexperterna värderar och prioriterar säkerhetsaspekten olika. För säkerhetsexperterna är det avgörande att uppnå hög säkerhet och sätter därmed höga säkerhetskrav, vilka byggherrarna finner betungande och de som ett hinder i deras arbete. Samarbete försvåras av att parterna inte ser lika på säkerhetsaspekten och de saknar även förståelse för och kunskap om varandras kultur och arbetsprocess. 

The increased security concerns in Sweden in recent years have resulted in an expansion of, for instance, the defence sector. Consequently, more security-classified buildings need to be built. As a result, the collaboration between public construction clients and security experts has intensified, bringing several challenges, including cultural clashes between the different organisational cultures. The purpose of this study is to examine collaboration between public construction clients and security experts and which working methods and challenges they encounter. In order to answer the two research questions presented in this report, data was created through a total of 12 semi-structured interviews with representatives from public construction clients and private security companies. Schein's model of organisational culture was chosen as the theoretical framework and used to analyse and discuss the data. 

In the interview material, concepts such as traceability, the digital working method and the triple constraint model were identified, which form the basis for the results section. The results present clear organisational culture clashes and the authors conclude that these are mainly due to the fact that the construction clients and the security experts value and prioritise the security aspect differently. For the security experts, it is crucial to achieve high security and thus sets high security requirements, which the construction clients find burdensome and an obstacle in their work. The collaboration becomes more difficult because the parties have differing views on safety and lack understanding as well as knowledge about each other ́s culture and working processes.
