Konsumtionen och produktionen av textil har ökat drastiskt under senare decennier, och medför en enorm resursförbrukning och miljöpåverkan. EU har i frågan beslutat om att samtliga medlemsländer skall införa separat textilinsamling, från den 1 januari 2025, mot bakgrund av att minska textilavfall och öka cirkulariteten inom textila flöden. I Sverige har sedermera beslutats att ansvaret för detta tillfaller kommunerna. Denna uppsats syftar till att undersöka möjligheter och utmaningar för Nacka kommun i relation till det nya insamlingskravet, såväl som till det övergripande arbetet med återbruk och avfallsminimering inom textila flöden. Detta undersöks genom semi-strukturerade intervjuer med olika aktörer som är involverade i arbetet med textilinsamling och återbruk av textil, samt en enkätstudie riktad till invånare i Nacka kommun. Vilka verktyg som tycks viktiga att arbeta med, samt vilka utmaningar som kan uppstå i samband med detta, förstås och analyseras med hjälp av teorier om social praktik, hybridorganisation och flernivåstyrning. Resultaten tyder på att ett samspel mellan tillgänglighet, kunskap och syfte tycks vara viktigt för att engagera invånare i att använda det kommunala insamlingssystemet, liksom även i att delta i andra avfallsminimerande åtgärder kopplat till återbruk av textil. Utöver att främja dessa element, kan kommunen arbeta med andra verktyg såsom upphandling, aktörssamverkan, och mätbara mål. Det kommunala arbetet med insamling, behandling och minimering av textilavfall är komplext och associerat med flertalet utmaningar, kopplat dels till de resurser man har till förfogande för att bedriva detta arbete, dels till kommunens position som del av och verksam inom andra större politiska, ekonomiska, och sociala sammanhang. Trots utmaningarna framhålls kommunen som en viktig aktör i arbetet, och bredden av de verktyg som presenteras i studien antyder att stora som små initiativ kan ha potential till att främja en mer hållbar textilhantering.

The consumption and production of textiles has increased drastically in recent decadesand entails an enormous consumption of resources and impacts on the environment. Onthis issue, the EU has decided that all member states shall introduce a separate collectionof textiles from the 1st of January 2025, with the aim of reducing textile waste andincreasing the circularity within textile flows. In Sweden it has been decided that thisresponsibility will be carried out by municipalities. This paper aims to examineopportunities and challenges for Nacka municipality in relation to the new collectionrequirement, as well as to the overall work with reuse and waste minimization withintextile flows. This is investigated through semi-structured interviews with various actorsworking with the collection, recycling, and reuse of textiles, as well as a survey studyaimed towards residents in Nacka municipality. Which tools that seem important to workwith, and what challenges that can arise in connection with this, is understood andanalysed through using theories of social practice, hybrid organization and multi-levelgovernance. The results indicate that the interaction between accessibility, knowledgeand purpose seems to be important for engaging residents in using the municipalcollection system, as well as in participating in other waste minimization measures linkedto reuse of textiles. In addition to promoting these elements, the municipality can workwith other tools such as procurement, stakeholder collaboration, and measurable targets.The work of the municipality connected to the collection, treatment and minimization oftextile waste is complex and associated with several challenges, linked partly to theresources available to carry out this work, and partly to the municipality's position as partof a larger political, economic, and social context. Despite the challenges, the municipalityis highlighted as an important actor within this work, and the breadth of tools presentedin the study suggests that large and small initiatives may have the potential to promotemore sustainable textile management.
