Abstract [en]

It is of utmost importance for a democracy how its election system is designed and functioning. One of the foundational criteria for the Swedish election system is that it should be proportional, however the last election resulted in a distribution of mandates which differed considerably from proportional distribution.

This report will discuss the problems with the Swedish election system, in particular the number of equalisation mandates used to remove unproportionality that follows with many small election districts and also the modification of the Saint-Laguë method. Also possible solutions to these problems are suggested.

Abstract [sv]

Det är av yttersta vikt för en demokrati hur dess valsystem är uppbyggt och fungerar. En av utgångspunkterna för det svenska valsystemet är att det ska vara proportionellt. Dessvärre resulterade det nuvarande systemet i att mandaten fördelades på ett sätt så att det avvek betydligt från en proportionell fördelning.

Den här rapporten berör problemen med det svenska valsystemet, i synnerhet diskuteras antalet oproportionaliteten som uppstår i och med de många små valkretsarna som finns samt modifikationen av Saint-Laguës metod. Lösningar till dessa problem föreslås även.
