Detection and Localization of Targeted Attacks on Fully Distributed Power System State Estimation

Distributed state estimation plays a central role in the efficient and reliable operation of highly interconnected power systems. Therefore, its security is of a major concern. An attacker that compromises a control center could perform a denial of service attack against the distributed state estimation by tampering with the data exchanged between the control center and its neighbors, and consequently, blind power system operators. In this paper we investigate how to detect and to locate such false data injection attacks. We use a state of the art estimator for our study. We propose a fully distributed attack detection scheme based on the evolution of the exchanged data and on the convergence properties of the estimator. We propose a fully distributed attack localization scheme based on the steady state distribution of a Markov chain where the states are the control centers and the transition probabilities are beliefs about the attack location. We evaluate both schemes on IEEE 118 benchmark power system, and show that more powerful attacks are localized faster. Finally, we describe an attack mitigation scheme.
