Offentlig verksamhet i Sverige bli mer innovativ enligt beslut av Sveriges riksdag. Statliga myndigheter behöver förmedla bättre tjänster till befolkningen genom att förbättra innovation, kvalitet och produktivitet. Den offentliga sektorn i Sverige är till stora delar en av de mest välfungerade i världen och den svenska allmänheten har ett starkt förtroende för sjukvården i Sverige. Det sker en ständig förbättring och utveckling av sjukvården. Innovationer inom sjukvården har lett till ökad livslängd och förbättring av livskvalitet eftersom alltfler sjukdomar botas eller att symptomen mildras med behandling.

För att kunna genomlysa vårdgivande organisationers innovationsarbete skapas ett ramverk av de nyckelaktiviteter som återfinns i innovationsarbetet hos organisationerna. Det baseras på ett teoretiskt ramverk utifrån litteratur om ämnet samt en empirisk studie som utgörs av 14 intervjuer med beskrivningar om 12 innovationsarbeten inom vården.

Resultaten påvisar att de flesta vårdgivande organisationerna ej sysslar med innovationsarbete utan bedriver förändringsarbete av den egna verksamheten. Endast Stockholms läns landsting och ett stort sjukhus ansåg att innovationsarbete sker i vårdgivande organisationer. Det finns brister i struktur hos de vårdgivande organisationernas innovation- och förändringsarbete. Som stöd i organisationernas innovation- och förändringsarbete finns olika innovationskanaler.

Ett genomlysningsinstrument utvecklas för att kunna genomlysa vårdgivande organisationers innovationsarbete. Som en rekommendation bör instrumentet ytterligare anpassas efter den specifika organisationens terminologi och arbete.

Abstract [en]

As decided by the Swedish Parliament, the public sector in Sweden needs to become more innovative. Government agencies need to deliver better services to the population through improving innovation, quality and productivity. The public sector in Sweden is mainly one of the most functioning in the world and the Swedish public has a strong confidence in the Swedish healthcare. There is constant improvement and development of healthcare and innovations have led to increased life expectancy and improving the quality of life as more and more diseases are cured or that the symptoms are alleviated with treatment.

To be able to screen healthcare organizations innovative work, a framework of the key activities that are found in the innovation process of organizations is provided. The framework is based on a theoretical framework and an empirical study that consists of 14 interviews with descriptions of 12 innovation efforts in healthcare.

The results indicate that most of the health care organizations are not engaged in innovation activities, but is conducting change management of its own operations. Only the County Council of Stockholm and a large hospital felt that they are doing innovative work. There are flaws in the structure of the healthcare organizations innovation effort. To support the organizations' innovation work, various innovative channels exists.

A screening instrument developed to be able to screen the innovation effort of healthcare organizations. As a recommendation, the instrument should be further adapted to the specific organization's terminology and work.
