    Abstract [en]

    Today humankind is facing numerous sustainability challenges that require us to question CO2 intensive practices like those present in the transport and energy sector. To meet those challenges, many countries have adopted ambitious climate targets. Achieving such targets requires an understanding of the wider socio-technical context of transitions. The aim of this licentiate thesis is therefore to analyse such socio-technical transitions towards low-emission futures enabled by the electrification of passenger cars and high voltage grid development.

    A combination of different transitions theories (for ex. Multi-level perspective and Technological innovation systems) and institutional theory has been used. To reach the aim paper I analyses the climate impacts of electric vehicles (EVs) and policy measures to achieve a breakthrough scenario for EVs. The results show that a mixture of short and long term policies are needed that take into account the technology development stage and behavioural aspects of EV adopters. Paper II addresses the need to include the high voltage transmission grid and its planning procedures as a central part of debates on transitions. Therefore the opportunities, challenges and reasons for conflict in the established regime are studied. The results show that in order to achieve a sustainable grid development regime, it is necessary to spend time on achieving legitimacy and social sustainability. The third paper uses semi-structured expert interviews and focuses on innovation dynamics for EV adoption. By focusing on dynamics instead of single policy measures, it is possible to grasp interactions within a niche, but also in between a niche, regime and landscape. The results show that strong initial technology legitimacy was needed to start substantial innovation dynamics. This could be further strengthened with a strong and broad coalition of actors. Both those factors led, if present, to an improved variety and match of policy instruments.

    As such this thesis has shown that transitions are not just about technology or policy instruments as such but about the dynamics and processes needed to enable them. This can be relevant in other transitions that otherwise may underestimate the importance of these components.

    System innovation dynamics around electric vehicles. The cases of Norway, Denmark and Sweden.Manuscript (preprint) (Other academic)
    Abstract [en]

    This paper focuses on the comparison of electric car innovation patterns in Norway, Sweden and Denmark. Doing so, it takes a closer look at what the most essential dynamics in the systems were over time and what enabled those dynamics. The main research aim is to contribute to a wider understanding of why Norway is so much ahead of Sweden and Denmark in electric car adoption. The purpose is also to adopt a perspective that goes beyond a mere focus on economic policy instruments. In order to do so different theory elements are combined in a framework. These elements stem from the transition theory literature field, especially the technological innovation system (TIS) and the multi-level perspective (MLP). This combination allows analysing the development behind a dynamic, not just when it comes to an innovation itself but also with regards to the established regime. The data is gathered through analysis of existing documents and data as well as a series of 27 expert interviews conducted in the three case countries. The findings suggest that there are important differences in transition patterns that can account for the electric vehicle (EV) diffusion situation we can find nowadays in the three Nordic countries. An important stepping stone was the need for a very strong legitimacy of the original EV vision that is also anchored in a coordinated, sector overarching coalition of actors that thinks strategically and long term. Moreover some general beneficial dynamics could be identified across the countries in question. In Norway these beneficial dynamics can be summarised as a systems motor, in Denmark as a failed entrepreneurial motor that shifted towards a constrained municipal motor and in Sweden as a loosely, coordinated and weaker version of a systems motor.

    This chapter examines current policy drivers of battery electric vehicles (EVs) and plug-in hybrid EVs, the current and anticipated impacts on carbon emissions, as well as what potential role policy can play in enhancing the innovation system and market development around such vehicles in the future. We start with a policy review of key targets in the Nordic countries and the EU, up to 2030, and discuss to what extent they are consistent with industry and expert estimates of how the systems can grow. On the basis of this, the second part elaborates two simple scenarios of EV development in the EU: one breakthrough expansion scenario and one incremental expansion scenario. Building on that is an analysis of the climate impacts of the two scenarios, given different assumptions relating to, for example, electricity production as well as EV penetration in the fleet. The third part examines what policy drivers might be needed to enable the breakthrough scenario, using a technological innovation systems perspective to describe the needed processes, drivers and developments.

    Interest in the future of the Arctic is running high, motivated in large part by belief that climate change will open new possibilities (and unleash new threats). Wealth from shipping and natural resource extraction features prominently in narratives about the Arctic in the media, and governance of the region has become a major concern as new actors demand influence. We use three components of current discourse about the Arctic to help reveal connections between how the region is constructed and how the right to decide its future is articulated. Voices are the actors who participate in the discursive construction of Arctic futures, with varying degrees of influence. Resources are objects upon which actors inscribe values, thus locating them in the discourse. Governance refers to the structural features through which action is regulated within spaces, restricting also the range of legitimate actors. We demonstrate the usefulness of these concepts through brief case studies of coal on Spitsbergen, hydrocarbons in the Barents Sea and whaling in the North Atlantic. We conclude by emphasizing the value of a historical perspective to understanding contemporary debates about the future of the Arctic.

    In this article, we propose a methodology in order to measure political positioning and constituent perception. Political leaders should be able to effectively define the distinctive characteristics of their political brand and to subsequently utilize the most appropriate mechanisms of communication to promote an accurate perception of political image in the market. The specific aim of this research is to explore interrelations between a political party's positioning in two different periods in order to discover possible discrepancies and changes over time. The official blog of a political party, containing both official communication and the people's feedback, represents a perfect place in which to observe the concepts and the values on which both the political brand identity and image are founded. Leximancer, a content analysis tool, was utilized to analyze communications between a political party leader and his or her constituents. Illustrating the methodology, the blog of Beppe Grillo, founder of the Movimento 5 Stelle is analyzed.

    With the rise of video sharing giants like Youtube and Google Video, coupled with increased broadband connectivity and improved sharing functionality across social networking sites, the role of the viral video has been cemented in many IMC strategies. While most agree about the importance of better understanding viral marketing, there is less agreement about what makes content become viral. While some content gets viewed by millions of people, others struggle to gain viral traction. Content specific, intrapersonal and interpersonal reasons have been proposed for viral marketing success. This paper' focuses on the intrapersonal reasons for content going viral in the context of political satire. More specifically, the role of emotion in the spread of content online, is investigated. Political satire focuses on gaining entertainment from politics. Satire, and specifically political satire, forms part of using humour in advertising and has been influential in shifting public opinion since ancient Greece. This study compares success and unsuccessful viral campaigns that used political satire, by first analysing the online comments that viewers made about the video. Following these findings, an experiment is conducted and the influence of intensity, creativity, humour and utility on virality is modelled, controlling for valence and previous exposure. The findings suggest that, when using political satire in viral campaigns, creativity and the intensity of the emotions felt are key influencing factors in whether videos get "shared" or "liked". Therefore, while many authors contend that particular emotions or positive content has a greater likelihood to become viral, this paper shows that it is not the particular emotion, but the intensity with which that emotion was felt that drives viral success.

    Lean i kommuner och myndigheter: En översikt över existerande empirisk forskningslitteratur2012Report (Other academic)

    Denna litteraturgenomgång avser att studera det empiriska underlaget om lean i kommuner och myndigheter (exklusive sjukvård) utifrån den forskningslitteratur som finns. Sökningar har gjorts i sex forskningsdatabaser under oktober 2011. Relevanta frågor för studien är hur lean används i kommuner och myndigheter, varför organisationerna väljer att arbeta med lean och vilka resultat man har uppnått.

    Totalt hittades 48 publikationer, men efter sortering återstod endast 17 empiriska artiklar av relevans för den här rapporten. De studier som valdes bort var antingen för diskuterande eller redogjorde inte tydligt för hur man har samlat in sin empiri. De 17 studierna som används är av skiftande kvalitet och utformning och det empiriska underlaget är varierat. En majoritet av de inkluderade publikationerna är publicerade efter 2005. Tio av de 17 publikationerna innehåller totalt 18 fallstudier. Utifrån detta, är det rimligt att hävda att den empiriska forskningen om lean i kommuner och myndigheter är ett relativt nytt fenomen. Fallstudierna föranleder flera slutsatser, även om det bör betonas att det empiriska underlaget är tunt och studierna är av starkt varierande kvalitet och utformning. Därför bör slutsatserna endast ses som tentativa, men det innebär samtidigt att det finns flera frågor som kan vara av stort intresse för fortsatt forskning.

    För det första, när det gäller vilka former lean-arbetet tar, så tycks värdeflödeskartläggning och slöserireducering utgöra centrala inslag i kommuner och myndigheters arbete med lean. Ofta verkar det handla om punktinsatser. Lean-program som omfattar hela organisationen är relativt ovanliga. Andra lean-verktyg förekommer också, men det är mindre vanligt. För det andra, när det gäller målen med lean-arbetet, verkar det i hög grad initieras med syfte att öka produktiviteten, även om andra skäl också förekommer, som exempelvis behov av kostnadssänkningar. För det tredje, när det gäller resultat av lean-arbetet, framför allt då värdeflödeskartläggningarna, verkar ökad produktivitet vara det vanligaste resultatet. Samtidigt leder arbetet också ofta till minskade problem och störningar för de anställda, vilket ofta uppskattas. Däremot tycks effekterna för personalen vara mer varierade än verksamhetseffekterna. De lean-verktyg som emellanåt verkar ge negativa konsekvenser är bland annat standardisering, visualisering och kundkontakt. Kundeffekterna är dock svårare att uttala sig om eftersom det ofta saknas empiri om detta i studierna.

    Slutligen bör det betonas att utifrån de inkluderade studiernas utformning och metodik är det mycket svårt att uttala sig om de långsiktiga effekterna av arbetet med lean, eftersom det finns empiri i publikationerna som väcker frågetecken om hur hållbart lean-arbetet är, till exempel deltagarnas känsla av att arbetet är avklarat efter genomförda förbättringsworkshops.

    Crime is often perceived as an urban issue rather than a problem that occurs in rural areas, but how far is this view tenable? This book explores the relationship between crime and community in rural areas and addresses the notion of safety as part of the community dynamics in such areas. Rural Crime and Community Safety makes a significant contribution to crime science and integrates a range of theories to understand patterns of crime and perceived safety in rural contexts. Based on a wealth of original research, Ceccato combines spatial methods with qualitative analysis to examine, in detail, farm and wildlife crime, youth related crimes and gendered violence in rural settings. Making the most of the expanding field of Criminology and of the growing professional inquiry into crime and crime prevention in rural areas; rural development; and the social sustainability of rural areas, this book builds a bridge by connecting Criminology and Human Geography.     On July 29th 2017, Finnish icebreaker MSV Nordica made ‘history’ by completing the earliest seasonal transit through the Northwest Passage in only 24 days. Newspapers around the world reported on the event by publishing stories on the melting ice and curiosities of life onboard. What these articles did not convey is how this transit was also an attempt to provide a different platform to talk about the future of the “New Arctic”.

    Abstract [en]

    The question that whether Twitter data can be leveraged to forecast outcome of the elections has always been of great anticipation in the research community. Existing research focuses on leveraging content analysis for positivity or negativity analysis of the sentiments of opinions expressed. This is while, analysis of link structure features of social networks underlying the conversation involving politicians has been less looked. The intuition behind such study comes from the fact that density of conversations about parties along with their respective members, whether explicit or implicit, should reflect on their popularity. On the other hand, dynamism of interactions, can capture the inherent shift in popularity of accounts of politicians. Within this manuscript we present evidence of how a well-known link prediction algorithm, can reveal an authoritative structural link formation within which the popularity of the political accounts along with their neighbourhoods, shows strong correlation with the standing of electoral outcomes. As an evidence, the public time-lines of two electoral events from 2014 elections of Sweden on Twitter have been studied. By distinguishing between member and official party accounts, we report that even using a focus-crawled public dataset, structural link popularities bear strong statistical similarities with vote outcomes. In addition we report strong ranked dependence between standings of selected politicians and general election outcome, as well as for official party accounts and European election outcome.

    In recent decades politicians and policy-makers have emphasised the need to shift from a "passive" to an "active" welfare state. This has resulted in policies that reduce compensation rates in social insurance or make compensation conditional on different requirements such as participation in rehabilitation or vocational training. This article argues that such policies are justified if they tend to ensure an adequate level of personal autonomy. To that effect, a 'thick' conception of personal autonomy is spelled out based on Norman Daniels' extension of the principle of fair equality of opportunity. Some objections to policies limiting entitlement to social insurance are discussed. It is argued that although the objections fail to show that limited entitlement to social insurance is always unjustified, they identify considerations that must be taken into account for an overall assessment of such policies.

    Urban sustainability transitions have attracted increasing academic interest. However, the political-institutional contexts, in which these urban sustainability transitions unfold and by which they are incited, shaped, or inhibited, have received much less attention. This is why we aim at extending previous studies of sustainability transitions by incorporating a multi-level governance perspective. While multi-level governance has been a long-standing theme in political science research, it has remained under-explored in the study of sustainability transitions. This claim is the starting point of our comparative analysis of urban sustainability transitions in Brighton (UK), Dresden (Germany), Genk (Belgium) and Stockholm (Sweden). Our approach “brings the politics back in” by elucidating the dynamics of power concentration and power dispersion generated by different national governance contexts. In our analysis, we explore which opportunities and obstacles these diverse governance contexts provide for urban sustainability transitions.

    The central ideas coming out of the so-called pragmatic turn in philosophy have set in motion what may be described as a pragmatic turn in normative political theory. It has become commonplace among political theorists to draw on theories of language and meaning in theorising democracy, pluralism, justice, etc. The aim of this paper is to explore attempts by political theorists to use theories of language and meaning for such normative purposes. Focusing on Wittgenstein’s account, it is argued that these attempts are unsuccessful. It is shown that pragmatically influenced political theorists draw faulty epistemological, ontological and semantic conclusions from Wittgenstein’s view in their normative theorising, and it is argued that pragmatically influenced theories of language and meaning, however full of insight, cannot be put to substantial normative use in political theory. The general scope of the thesis is motivated by pointing to the general form of the argument and by moving beyond Wittgenstein to other philosophers of mind and language, illustrating how similar overextensions are made with regard to Robert Brandom’s theory of language and meaning.

    A common denominator of recent proposals suggested by political realists has been a rather pessimistic view of what we may rightfully demand of political authorities in terms of legitimacy. In our analysis, three main justificatory strategies are utilized by realists, each supposedly generating normative premises for this low bar conclusion. These strategies make use of the concept of politics, the constitutive features of politics, and feasibility constraints, respectively. In this article, we make three claims: first, that the two justificatory strategies of utilizing the concept of politics and the constitutive features of politics fail, since they rely on implausible normative premises; second, that while the feasibility strategy relies on reasonable premises, the low bar conclusion does not follow from them; third, that relativist premises fit better with the low bar conclusion, but that this also makes the realist position less attractive and casts doubt on several of its basic assumptions.

    According to what has recently been labeled 'political realism' in political theory, 'political moralists' such as Rawls and Dworkin misconstrue the political domain by presuming that morality has priority over politics, thus overlooking that the political is an autonomous domain with its own distinctive conditions and normative sources. Political realists argue that this presumption, commonly referred to as the 'ethics first premise', has to be abandoned in order to properly theorize a normative conception of political legitimacy. This article critically examines two features of political realism, which so far have received too little systematic philosophical analysis: the political realist critique of political moralism and the challenges facing political realism in its attempt to offer an alternative account of political legitimacy. Two theses are defended. First, to the extent that proponents of political realism wish to hold onto a normative conception of political legitimacy, refuting wholesale the ethics first premise leads to a deadlock, since it throws the baby out with the bathwater by closing the normative space upon which their account of political legitimacy relies. This is called the 'necessity thesis': all coherent and plausible conceptions of political legitimacy must hold onto the ethics first premise. Secondly, accepting this premise - and thus defending an ethics first view - does not entail that the political domain must be seen as a subordinate arena for the application of moral principles, that political normativity is reduced to morality or that morality trumps other reasons in political decision making, as claimed by political realists. Rather, the ethics first view is compatible with an autonomous political domain that makes room for an account of political legitimacy that is defined by and substantiated from sources of normativity specifically within the political. This is called the 'compatibility thesis'.

    The practice-dependent approach to justice has received a lot of attention in post-millennium political philosophy. It has been developed in different directions and its normative implications have been criticized, but little attention has been directed to the very distinction between practice-dependence and practice-independence and the question of what theoretically differentiates a practice-dependent account from mainstream practice-independent accounts. The core premises of the practice-dependent approach, proponents argue, are meta-normative and methodological. A key feature is the presumption that a concept of justice is dependent on the function or aim of the social practices to which it is supposed to be applied. Closely related to this meta-normative thesis is an interpretive methodology for deriving principles of justice from facts about existing practices, in particular regarding their point and purpose. These two premises, practice-dependent theorists claim, differentiate their account since (1) they are not accepted by practice-independent accounts and (2) they justify different principles of justice than practice-independent accounts. Our aim in this article is to refute both (1) and (2), demonstrating that practice-independent accounts may indeed accept the meta-normative and methodological premises of the practice-dependent accounts, and that we are given no theoretical reason to think that practice-dependent accounts justify other principles of justice for a practice than do practice-independent accounts. In other words, practice-dependent theorists have not substantiated their claim that practice-dependence is theoretically differentiated from mainstream accounts. When practice-dependent proponents argue for other principles of justice than mainstream theorists, it will be for the usual reason in normative theory: their first-order normative arguments differ.

    When investigating the success or failure of different wind power projects, it is essential to take into account how they were historically situated. This study focuses on attempts to develop wind power in an archipelago setting, at Utö in Sweden. It has been argued that the development of Swedish wind power slowed during the 1990s; by revisiting the early days of wind power, looking at resistance and support, and connecting success factors, this can be further investigated.

    Whereas earlier research pointed out institutional conditions and site-specific conditions as crucial for successful wind power development and acceptance, the picture can be made more complete by discussing how wind power projects are affected by time-specific historical conditions. In the case of Utö, these can partly be associated with a newly launched political support program that gave the project political legitimacy and added a “pioneering spirit” to the endeavor. Conversely, when wind power is not seen as “pioneering” or “experimental” any more, but as a mere industrial activity, other incentives may need to be offered to municipalities.

    While some of the future impacts of global environmental change such as some aspects of climate change can be projected and prepared for in advance, other effects are likely to surface as surprises - that is situations in which the behaviour in a system, or across systems, differs qualitatively from expectations. Here we analyse a set of institutional and political leadership challenges posed by 'cascading' ecological crises: abrupt ecological changes that propagate into societal crises that move through systems and spatial scales. We illustrate their underlying social and ecological drivers, and a range of institutional and political leadership challenges, which have been insufficiently elaborated by either crisis management researchers or institutional scholars. We conclude that even though these sorts of crises have parallels to other contingencies, there are a number of major differences resulting from the combination of a lack of early warnings, abrupt ecological change, and the mismatch between decision-making capabilities and the cross-scale dynamics of social-ecological change.

    The housing shortage in the Swedish growth regions, generally believed to originate from limited construction of new housing and the rent regulation, is deemed to be the largest threat to continued economic growth in Sweden, and leads to an unsatisfactory welfare level of many citizens. The center-right government of 2010–2014 emphasized reform of the town planning process as the major means to overcome the housing shortage. The new red-green government has continued reform on their agenda, but to date no concrete reform proposals have been put forward. The article outlines the problems related to municipal housing strategies, the town planning process and municipal land allocation and the reforms that have been implemented or are being investigated. Lastly, possible future town planning reform is discussed in light of recent political development.

Bostadsmarknaden beskrivs som ett knippe sorteringsmekanismer där en matchning sker mellan bostäder och hushåll. Det stora beroendet mellan människor i en storstad påtalas och frågan om hur bostadskrisen ska kunna lösas ges en uppfordrande formulering.

    This paper examines the phenomenon of refugees and resettled persons in the process of forcedmigrations in the aftermath of man-made disasters. Although some of the ideas presented here couldhave wider application, the focus is on post-conflict zones within the former Yugoslavia, namely BiH.The paper uses the questions of ethnicity and nationalism within resettlement, dislocation and immigrationas a backdrop, into which the issue of globalization is also briefly reflected. The intention hereis not to cover a wide range of pressing topics, but simply to relate a number of issues arising in contemporarylarge-scale forced migrations to a resurgence of cultural specificity and ethnicized nationalismas counterpoints to globalization. The paper introduces the concept of “limbo diasporas” in the caseof Bosnian refugees in Sweden through reflection and linkage with the aforementioned concepts. Thepaper ends with some recommendations and open questions on social rehabilitation and ethnic healingas well as some general conclusions.
