    Abstract [en]

    This article discusses the historical mechanisms and geographical factors that have formed the current structure of urban water provision in Kampala, the capital of Uganda. The formation of the urban geography of Kampala dates back to the early colonial period. The high- and middle-income earners have settled on the hills while the poorest part of the population lives in the low-lying areas, dispersed as pockets of unplanned and informal settlements. Public services are underdeveloped in these informal pockets. The government has pledged to improve services for the poor and this article analyses whether the efforts made are likely to lead to a lasting change, seen in a longer time perspective. The public water supply in Kampala has ever since its opening in 1930 focused on the middle- and high-income groups while poor people have been marginalised. Water provision to low-income groups has continued to rely on standpipes since the colonial period. There has also been organisational continuity, with a single centralised organisation in charge of urban water supply in all larger towns. Institutional changes, such as the new connection policy from 2004, have perpetuated the emphasis on middle- and high-income groups. This article argues that the traditional focus on private connections is creating a barrier for expansion of services in informal areas. Pre-paid water distribution, which was tried already in the 1920s, has in recent years seen a revival. This technology offers an important avenue for rectifying inequalities of public services that has been reproduced since the colonial period.

    In comparison with the significant historiographical work on the German case, specifically on Nazi environmental policies and ideology, studies on such issues for other Fascist regimes are still rather rare. This article attempts partially to fill this gap, at least as regards the Italian case, offering a general overview of the Fascist regime and its environmental politics and narratives. Analysing how Fascists appropriated Italian landscapes through both discourses and concrete policies, this paper examines the construction of a Fascist nature as a rhetorical, symbolic and geographical space. In particular, this essay explores the combined process of appropriation and expropriation through the analysis of two diverse but intertwined issues: firstly, Fascist rural ideology as a narrative on the mutual constituency of nature and people and secondly, the creation of the first Italian national parks, their successes and failures as institutions of nature conservation and their role as symbols of the nature/society divide. While blending the ideas of race, landscape, history, modernity and ruralism, Fascists shaped both the national environment and general ideas about nature in a narrative which affected the very object of the narration that is, nature itself.

    Constructing Svalbard and its natural resources Industrial futures in a contested Arctic space2013Konferansepaper (Fagfellevurdert)
    Abstract [en]

    The Arctic is often envisioned as a future supply area for fossil energy and shipping, a development bound to occur because of the decreasing Arctic Ocean sea ice. In the Assessing Arctic Futures project we have challenged this deterministic future vision, arguing that natural resources are social constructions, constructed within networks of actors who ascribe value to them. Based on a theoretical model developed in this project, I will present cases on the construction of resources in the Svalbard coal mining industry (1898-present). How and why have actors envisioned Svalbard as a place for settlement and extraction? How did they build influence for their visions and why were some of those visions realized? The paper will suggest that explanations of why resource utilization in the Arctic occur (or not) is far more complex than the relative amount of sea ice on the Arctic Ocean.

    Industrial heritage in the polar areas as sources for historical research2013Konferansepaper (Fagfellevurdert)
    Abstract [en]

    In recent years, two large research projects have sought to explain the historical development of large scale resource extraction in the polar areas, from the 17th century until present day. Both projects have combined history and archaeology through archival research and archaeological field work at abandoned industrial sites in the Arctic and Antarctic. The approach has a theoretical motivation based in Actor Network Theory; actors appropriate resources and political influence by using rhetoric and material culture, which requires the study of written sources as well as material remains. In this paper I will discuss how these research projects have addressed three of its main research problems using this theoretical-methodological approach: the interests motivating Arctic and Antarctic industry, the design of technology and settlements in polar environments, and international competition over natural resources and polar territories.

    Interest in the future of the Arctic is running high, motivated in large part by belief that climate change will open new possibilities (and unleash new threats). Wealth from shipping and natural resource extraction features prominently in narratives about the Arctic in the media, and governance of the region has become a major concern as new actors demand influence. We use three components of current discourse about the Arctic to help reveal connections between how the region is constructed and how the right to decide its future is articulated. Voices are the actors who participate in the discursive construction of Arctic futures, with varying degrees of influence. Resources are objects upon which actors inscribe values, thus locating them in the discourse. Governance refers to the structural features through which action is regulated within spaces, restricting also the range of legitimate actors. We demonstrate the usefulness of these concepts through brief case studies of coal on Spitsbergen, hydrocarbons in the Barents Sea and whaling in the North Atlantic. We conclude by emphasizing the value of a historical perspective to understanding contemporary debates about the future of the Arctic.

    This paper looks at the changing shape of mobile connectivity and how it has influenced the potential for informing on sustainable travel. It examines the role mobile connectivity has had for an ICT based service informing on traffic and transport in order to trace what role social practices of interconnecting through mobile media may have had for such an enterprise. The paper looks at two historical examples of ICT based traffic and travel information services in Stockholm, Sweden in order to discuss what role mobile connectivity may have for promoting sustainable travel through ICT.

    This paper depicts how a Swedish radio station organized a means of real-time information management to report on local traffic conditions long before the common use of the Internet. Drawing on a history of the Stockholm traffic radio staff the study examines particular conditions for organizing a service that may inform next generations of smart travel planning systems. The author notes how a vision of involving the public together with the use of increasingly mobile and interconnected communication devices provided the service with an opportunity for harnessing collective intelligence. The study highlights critical success factors and barriers for organizing collective  intelligence and the importance they may have had for providing a real-time information service to the public.

    The Arctic sea-ice reached record lows in 2007, and again in 2012. In the international news media, these moments were reflected via striking images of polar bears, crumbling ice chunks and the use of more alarmist metaphors about global climate change. Through these narratives, and despite the periodic disappearance of climate change from media reports due to issue fatigue, a sharper narrative of climate change has entered public discourse: a new global reality where the future is no longer a given. Going beyond media studies as well as descriptive or highly scientific accounts of the impacts of climate change in the Arctic, this book explores how both historical and contemporary mediations, scientific narratives and satellite technology simultaneously capture and reconstruct this new reality of the Anthropocene, where human activities shape the planet. By highlighting the linkages between science, media, environmental change and geopolitics, the informed contributors to the volume invite the reader to reflect on what is local and what is global in today's connected mediatized world.

    The article focuses on waste struggles in Campania, Italy, showing how the state of emergency has been used for years to silence alternative solutions to the waste crisis and favor private economic interests. In Italy, when an event severely jeopardizes human security, the prime minister declares a 'state of emergency' and appoints a commissioner with the power to coordinate actions regarding the catastrophe and rescue of the population. This procedure concentrates all the powers in one agency for coping more efficiently and timely with situations of extreme danger, which, due to their intensity and extent, need extraordinary means and power to guarantee an effective coordination and avoid institutional overlaps. In recent decades, the history of the Italian republic attests to an increasing use of the state of emergency to govern the most ordinary issues of contemporary society. Indeed, even if the first commissioners were appointed in the 1970s, Italians have experienced several extraordinary commissioners also for traffic and mobility control, or to manage 'grand' events including G8 summits, international sports meetings, and global religious conventions.

    This study addresses social-ecological dynamics in the greater metropolitan area of Stockholm County, Sweden, with special focus on the National Urban Park (NUP). It is part of the Millennium Ecosystem Assessment (MA) and has the following specific objectives: (1) to provide scientific information on biodiversity patterns, ecosystem dynamics, and ecosystem services generated; (2) to map interplay between actors and institutions involved in management of ecosystem services; and (3) to identify strategies for strengthening social-ecological resilience. The green areas in Stockholm County deliver numerous ecosystem services, for example, air filtration, regulation of microclimate, noise reduction, surface water drainage, recreational and cultural values, nutrient retention, and pollination and seed dispersal. Recreation is among the most important services and NUP, for example, has more than 15 million visitors per year. More than 65 organizations representing 175,000 members are involved in management of ecosystem services. However, because of population increase and urban growth during the last three decades, the region displays a quite dramatic loss of green areas and biodiversity. An important future focus is how management may reduce increasing isolation of urban green areas and enhance connectivity. Comanagement should be considered where locally managed green space may function as buffer zones and for management of weak links that connect larger green areas; for example, there are three such areas around NUP identified. Preliminary results indicate that areas of informal management represent centers on which to base adaptive comanagement, with the potential to strengthen biodiversity management and resilience in the landscape.

    This paper uses actor-network theory (ANT) to study a grassroots’ ecological rehabilitation project in a marginalized area of Cape Town. By tracing the stabilization of relations between residents, authorities, plants and green areas, the paper demonstrates how ANT can be enfolded into the study of African cities as an attentive way to rethink agency, empowerment and collective action. It also shows how ANT allows for the study of epistemological and ontological politics inherent to all collective action—here demonstrating how plants participated in giving voice to memories of oppression while undermining expert-based practices that separate Nature and Culture.

    The paper demonstrates how ecosystem services can be viewed and studied as a social practice of value articulation. With this follows that when ecosystem services appear as objects of calculated value in decision-making they are already tainted by the social and cannot be viewed as merely reflecting an objective biophysical reality. Using urban case studies of place-based struggles in Stockholm and Cape Town, we demonstrate how values are relationally constructed through social practice. The same analysis is applied on ecosystem services. Of special interest is the TEEB Manual that uses a consultancy report on the economic evaluation of Cape Town's 'natural assets' to describe a step-by-step method to catalog, quantify and price certain aspects of urban nature. The Manual strives to turn the ecosystem services approach into a transportable method, capable of objectively measuring the values of urban nature everywhere, in all cities in the world. With its gesture of being universal and objective, the article suggests that the ecosystem services approach is a technology of globalization that de-historicizes and de-ecologizes debates on urbanized ecologies, effectively silencing other and often marginalized ways of knowing and valuing. The paper inscribes ecosystem services as social practice, as part of historical process, and as inherently political. A call is made for critical ethnographies of how ecosystem services and urban sustainability indicators are put into use to change local decision-making while manufacturing global expertise.

    Exploitation and degradation of urban green areas reduce their capacity to sustain ecosystem services. In protecting and managing these areas, research has increasingly focused on actors in civil society. Here, we analyzed an urban movement of 62 civil-society organizations-from user groups, such as boating clubs and allotment gardens, to culture and nature conservation groups-that have protected the Stockholm National Urban Park. We particularly focused on the social network structure of the movement, i.e., the patterns of interaction between movement organizations. The results reveal a core-periphery structure where core and semi-core organizations have deliberately built political connections to authorities, whereas the periphery gathers all user groups involved in day-to-day activities in the park. We show how the core-periphery structure has facilitated collective action to protect the park, but we also suggest that the same social network structure might simultaneously have constrained collaborative ecosystem management. In particular, user groups with valuable local ecological knowledge have not been included in collaborative arenas. Our case points out the inherent double-nature of all social networks as they facilitate some collective actions, yet constrain others. The paper argues for incorporating social network structure in theories and applications of adaptive governance and co-management.

    The geopolitics of uranium: Swedish energy dependencies from a transnational perspective2013Konferansepaper (Fagfellevurdert)

    A metaphor that is often used to describe energy supply is that of a nation’s blood circulation. Indeed, a permanent interruption in the supply of energy would be lethal to any society. Sweden – a neutral country in cold war Europe – belongs to those countries that are, and have been, very strongly dependent on imports of energy, and this implies a special vulnerability. Today two imported energy carriers – oil and uranium – each covers some 30 % of the total.

     

    Sweden is of course not alone in its dependence on imported fuels. The world’s energy resources are unevenly distributed, and since the mid 19th century the pursuit of coal, oil, gas and uranium has been an important constituent of international politics and economics. Transnational fuel dependencies have a politics of their own: the strongest nations have used economical, political and if necessary military means to control energy sources in far away territories in order to secure their energy supplies at home. This is often referred to as the geopolitics of energy, and there has been quite some research about it. There has been less research on how small nations have tried to handle their dependencies on far away countries using “soft” means rather than “hard” ones. By studying how Sweden has done this we hope to contribute to an understanding of the geopolitics of energy of small nations.

     

    This paper is a part of a larger research project (together with prof Arne Kaijser and Dr Per Högselius) where we investigate Sweden’s strategies for coping with the dependencies on energy from abroad. My case study in the project will investigate the role of uranium import in Sweden.

     

    In the 1940s and 50s, Sweden planned to develop a domestic nuclear energy system based on Swedish uranium. However, this autarky policy was abandoned in the mid1960s for economic reasons, and the Swedish power industry decided to build light water reactors and import enriched uranium from the United States. In 1966, the Swedish Government signed a 30 year agreement with the United States concerning the purchase of enriched uranium. On the Swedish side, the imports of uranium were orchestrated by the Swedish Nuclear Fuel Supply company, SKBF, owned jointly by the major Swedish power companies. But a high ranking civil servant was made president of the board; a sign of the political influence on the company.

     

    Uranium imports had multiple steps and required contracts not only for uranium ore, but also for the conversion and enrichment. In the 1970s and 80s there was a gradual shift to purchasing uranium ore primarily from non-nuclear weapon states. And when it comes to enrichment, the initial dependency on the US was decreased by enrichment contracts with the joint European companies Eurodif and Urenco and with the Soviet company Techsnabexport. A central question is to what extent security policy considerations affected these changes.

     

    In 1984, SKBF changed name to SKB and changed its focus from ensuring nuclear fuel to handling nuclear waste, and uranium imports became the responsibility of the reactor owning power companies. I will discuss this tension between private and state initiative in Swedish nuclear fuel policy and why this balance has changed over time.

     

    I will focus at which actors and which motives that have been central in these decisions and whether it is possible to identify a distinct but evolving ‘Swedish model’ in actors’attempts to deal with vulnerabilities stemming from energy import dependence, and if this model has applied to the energy system as a whole, i.e. the same model has applied to all types of fuels. My analysis will be based on a LTS-perspective.

    National parks are one of the most important and successful institutions in global environmentalism. Since their first designation in the United States in the 1860s and 1870s they have become a global phenomenon. The development of these ecological and political systems cannot be understood as a simple reaction to mounting environmental problems, nor can it be explained by the spread of environmental sensibilities. Shifting the focus from the usual emphasis on national parks in the United States, this volume adopts an historical and transnational perspective on the global geography of protected areas and its changes over time. It focuses especially on the actors, networks, mechanisms, arenas, and institutions responsible for the global spread of the national park and the associated utilization and mobilization of asymmetrical relationships of power and knowledge, contributing to scholarly discussions of globalization and the emergence of global environmental institutions and governance.

    In this thesis I intended to deal with the problem: “what is plan­ning?” I especially planned to analyze the obvious, but in planning theory never the less foreseen fact that things (plans, projects) never become what they were intended to be. But, and in accordance with this, I found myself paying much more attention to another problem: “how to catch the effects of plans and reforms?”

    In my analysis of planning theory and planning thought I have tried to demonstrate 1. the aprioristic/rationalistic basis for this mode of thinking; 2. that it deals with problems central to the human fate; and 3. that it is unavoidable in a world modernized in a western way.

    The search for a point outside this mode of thinking led me to scrutinize the possibilities of answering the empirical question: “what difference does planning make?” Two prob­lems are identified: 1. separating the effects of a certain plan­ning activity from the influ­ences of all other circum­stances; and 2. avoiding destruction of the knowledge-producing process by interested parts. The distinction between causality and correlation is crucial for the first problem. Methods such as experiment, quasi-experiment and ”natural” experi­ment are found to be of limited capacity in this respect and the regularity theory of causality does not solve the problem. The counter factual approach to causality is shown to be dependent on that of regularity. A program called transcendental realism (Bhaskar) I found much more promising in evaluation tasks, but many problems remain. Still more problematic is the second question which I don’t even attempt to answer.

    Scientific thinking belongs to the same rationalistic tradition as planning thought. I therefore doubt if there can be any such thing as scientific liberation of planning idiosyncrasies. But I discern, nevertheless, some emancipating potential in the quest for truth.
