    The formation of the unified Swedish Transport Administration, Trafikverket, in 2010 coupled with national environmental and transport-political goals has motivated changes toward a new, more efficient transportation planning system.  One such change was the creation of a new working process called the Strategic Choice of Measures, which is used at a strategic level to identify the most efficient transportation solutions by promoting the utilization of existing infrastructure and prioritizing measures that benefit a multi-modal transportation network. 

    This thesis aims to study how effects and consequences can be identified and assessed at a very early stage through application of the Strategic Choice of Measures working process. 

    The study behind this writing consisted of a concurrent literature review and case study of the Gullberna Area in the city of Karlskrona, Sweden.  The author joined a study team from the Swedish Transport Administration to investigate potential measures for solving a growing transport demand in the northern areas of the city.  Through individual research, experiences meeting with the Gullberna study team and discussions with planning professionals, the author was able to identify the key points to scoping at a strategic level, which was then applied to the Gullberna study.

    The results of the study have led to a proposal for a set of impacts that could be used as indicators for assessing the larger potential costs and benefits of proposed measures for the Gullberna study.  The study also served as an opportunity to assess the strengths and weaknesses of the Strategic Choice of Measures process in applied in the case study in comparison to the theoretical model.  Finally, larger comments on the applicability of the process and scoping at a strategic level are presented.
