    Abstract [en]

    In this paper, I evaluate the efficiency of Swedish regional policy. I analyze the government's regional policy goals and means as presented in Government Bills 1997/1998:62 and 2001/2002:4. In the light of the literature on where growth occurs as well as the results of the regional policy so far, the realism of the government's goal of "sustainable economic growth in the whole country" could be questioned. Subsidies to companies in problematic regions have uncertain or even negative effects. The government could therefore eliminate these subsidies and replace them with venture capital loans. It could also stop its subsidies to municipal housing companies for shutting down apartments. The positive effects of the government's tax and subsidy system for the municipalities, motivated by its distribution goal, come at the price of negative effects on incentives for a high national rate of growth. The government could replace this system with extended general subsidies. Investments in transportation projects that do not show a net benefit, such as the large Bothnia Railway in northern Sweden should be reconsidered. However, I find significant and systematic evidence that the government's investments in regional colleges, particularly in research, have been successful.

    Researchers have established a relationship between greater education and training and higher earnings but it is difficult to infer that the former causes the latter if those with higher earnings tend to engage in more education and training. The present study attempts to control for ability and family background to see if stronger inferences can be made about education and training as the independent variable. The study focuses upon advanced vocational education and training (AVET) in Sweden. This is post-secondary school education for individuals who are 20 years of age or older. The aim of this article is to estimate the effects of AVET on earnings by controlling for selection bias. We used various approaches such as instrumental variables, Hausman–Taylor estimates, fixed effects estimates and propensity score matching to achieve this aim. A panel, or longitudinal, data set for eight different labor markets in Sweden for the period 1996–2008 was used. The results indicate that earnings from AVET are higher than the return on investment in comprehensive education. The average effect on income is estimated to be in the range of 3–8 percent.

    Abstract [en]

    This article analyses the spatial distribution of "creativity"-the production of new knowledge. We analyse commercial patents granted in Sweden between 1994 and 2001 using a panel of 100 labour market areas that encompass the entire country. We relate patent activity to measures of localisation and urbanisation, to the industrial composition and size distribution of firms, and to the regional distribution of human capital. Our analysis confirms the importance of human capital and research facilities in stimulating regional patent output. Our results document the importance of agglomeration and spatial factors in influencing creativity: patent activity is increased in larger and more dense labour markets and in regions in which a larger fraction of the labour force is employed in medium-sized firms. Our results also indicate that creativity is greater in labour markets with more diverse employment bases and in those which contain a larger share of national employment in certain industries, thus confirming the importance of urbanisation and localisation economies in stimulating creativity. Our quantitative results suggest that the urbanisation of Sweden during the 1990s had an important effect upon the aggregate level of patent activity in the country, leading to increases of up to 15 percent in aggregate patents.

    Abstract [en]

    During the past 15 years, Swedish higher education policy has emphasized the spatial decentralization of post-secondary education. We investigate the economic effects of this decentralization policy on productivity and output per worker. We rely upon a 14-year panel of output and employment for Sweden's 285 municipalities, together with data on the location of university-based researchers and students, to estimate the effects of exogenous changes in educational policy upon regional development. We find important and significant effects of this policy upon the average productivity of workers, suggesting that the economic effects of the decentralization on regional development are economically important. We also find evidence of highly significant, but extremely localized, externalities in productivity. This is consistent with recent findings (e.g., Rosenthal and Strange, 2003) on agglomeration in 'knowledge industries.'

    During the past two decades, Swedish government policy has decentralized post-secondary education throughout the country. We investigate the economic effects of this decentralization policy on the level of productivity and innovation and their spatial distribution in the national economy. We find important and significant effects of this investment policy upon economic output and the locus of knowledge production, suggesting that the decentralization has affected regional development through local innovation and increased creativity. Our evidence also suggests that aggregate productivity was increased by the deliberate policy of decentralization. Finally, we estimate the spillovers of university investment over space, finding that they are substantial, but that they are greatly attenuated. Agglomerative effects decline rapidly; roughly half of the productivity gains from these investments are manifest within 5-8 km of the community in which they are made.

    Abstract [en]

    Roads and railways in Sweden are mainly financed with national government taxes. However, the regional distribution of benefits differs widely from that of tax payments. As a consequence, overspending is likely to occur. A condition for efficiency is that the collective of users should pay for such projects. Therefore, we propose a new regional order for financing projects: government expenditures for transportation projects should be transferred to regions as well as the real estate tax to finance them. We present estimates of the size of such expenditures and of the income from real estate taxes following decentralization to regions.

    Purpose – The purpose of this paper is to show that general‐ and special‐purpose properties have to be dealt with differently by the public sector.Design/methodology/approach – Application of standard economic theory concerning pricing of properties and infrastructure. The issues are analyzed based on experiences from Swedish state‐owned properties.Findings – The distinction results in quite different public property management strategies. Special‐purpose properties have no short‐run alternative use and have limited rental and capital values, unlike general‐purpose properties. Thus, to apply a required rate of return based on assumed capital values universally will lead to inefficient use. For special‐purpose properties, short‐run marginal costs (SRMCs) should be charged – no more.Practical implications – General properties owned by the state represent a suitable case for privatization. For special‐purpose properties, only SRMCs should be charged.Originality/value – The paper makes a distinction between two kinds of state‐owned properties; general‐ and special‐purpose properties, and analyzes the important consequences in property management.

    Abstract [en]

    Purpose – The purpose of this paper is to analyze the effects of Swedish rent controls on observed vacancy rates for rental housing.

    Design/methodology/approach – Housing vacancy rates are unevenly distributed among Swedish municipalities. In large expansive municipalities, such as Malmö, Göteborg and Stockholm, vacancy rates are very low, while in declining or smaller municipalities such as those in the northern and interior parts of Sweden, vacancy rates are considerably higher. This implies welfare losses not only in growing municipalities with queues for rental apartments but also in municipalities that are shrinking since the controlled rents there are higher than market rents and cause higher vacancy rates than with market rents. The authors estimate the influences of various determining factors, such as population growth, population size, rent levels, construction, demolition and market orientation of rents, on the observed vacancy rates.

    Findings – The authors find that that these factors affect the vacancy rates differently depending on whether a municipality is large or small, growing or shrinking. Population growth, in percent per year, plays an important role in explaining the observed vacancy rates in declining regions.

    Research limitations/implications – A research task that remains to be done is to calculate the welfare losses due to rent higher than the market rent for municipalities in contraction.

    Practical implications – To reduce the welfare losses of rent control, both in expanding and contracting municipalities, economists' straightforward recommendation to deregulate the rent control should, in principle, be carried out.

    Originality/value – In many countries, rent control regulations are limited to cities, such as New York City. The paper shows that the Swedish rent control system however, applies nationwide, except for annual rent increases, which are set locally through negotiation.
