    Abstract [en]

    This chapter asks how migration might affect the economies of European welfare states. The welfare state is put in the perspective of the refugee crisis that Europe has experienced since 2015. The chapter explores the economic costs and benefits that migration can generate against the background of comprehensive welfare ambitions and economic redistribution in many European countries. Large-scale asylum-based immigration often entails economic costs for the recipient country, at least initially, but the authors also show that immigrants often contribute to economic development through innovation and new networks. Here, the authors emphasize that an effective integration policy is critical to national economic performance, as well as the future scope and design of welfare policies. One of the main issues brought up in the chapter is whether the most expansive welfare states in Europe will be able to maintain their universal nature or whether welfare entitlements must somehow be differentiated. Consequently, there is substantial policy scope to shape the ultimate outcome of higher immigration.

    Abstract [en]

    This paper examines the tax administrative burden and its effect on new firm formation. It is well recognized that entrepreneurship and new firm formation are critical factors in determining economic growth and development. New firm entry into the marketplace enhances welfare in two distinct ways: 1) by promoting innovation, productivity and economic growth and 2) by increasing competition, which lowers prices and expands output. It is also well documented that barriers to entry reduce the likelihood that new firms will enter various sectors. We argue that the burden imposed by tax codes and tax compliance constitutes a barrier to entry that has been neglected in the previous literature. We use data from the World Bank to measure the administrative burden that the complexity of tax policy imposes on new firms. Additionally, we use a measure of new firm formation - entry density. Our data cover 118 countries over a period of six years. We find that the entry rate is significantly reduced by the tax administrative burden and that this effect is unrelated to general taxes on corporate profits and is robust to the inclusion of several important control variables.

    We present a modified version of the entrepreneurial choice model, where it is shown that the expected utility of becoming an entrepreneur is decreasing in both the levels of taxes and the tax administrative burden. We extend previous empirical findings by examining how these variables influence entrepreneurs at different stages in the entrepreneurial life cycle. Our findings imply that the effect of the tax administrative burden varies over the entrepreneurial life cycle from strongly negative to insignificant. The most pronounced negative effects appear in the early stages of entrepreneurship. We conclude that a 10% reduction in the tax administrative burden increases the propensity for new business establishments by 4%. Our findings support the idea that tax simplification is one way to encourage entrepreneurship, without any reduction in tax revenues.

    Abstract [en]

    Alla i Sverige säger sig vilja stärka innovationspolitiken. Regeringen presenterar en nationell innovationsstrategi, Ingenjörsvetenskapsakademien (IVA) driver ett stort innovationsprojekt och Socialdemokraterna vill inrätta en ”nationell innovationsberedning”. Vi fruktar dock att innovationspolitiken blir alltför fragmentarisk med ett ensidigt fokus på stöd till FoU för högteknologiska produkter. Vi förespråkar, utifrån ett evolutionärt schumpeterianskt synsätt, istället en bredare ansats. Uppgiften är att skapa långsiktiga förutsättningar för att göra svensk ekonomi som helhet mer innovativ och kreativ. Då krävs ett skatte- och regelsystem som stimulerar kunskapsuppbyggnad och kunskapsspridning i alla sektorer. Vi föreslår tio åtgärder som tillsammans bildar ett ”ramverk” för en sådan innovationspolitik.

    This book examines the origins and emergence of technology-based industrial clusters - regional concentrations of related firms and organizations - in order to understand the forces that promoted economic development. Many places attempt to emulate the world’s most famous industrial cluster Silicon Valley, with its rich institutional landscape of engaged and leveraged research universities, high-flying local venture capitalists, world class supporting business and legal consultants, and rich collaborative networks. While mature clusters may look similar, what really matters is the process by which clusters come into existence. But there is little understanding of such processes, and little guidance provided on the role of policies in promoting cluster emergence. The book attempts to bridge this gap in the literature by focusing on the early origins of high-technology cluster in Europe, the United States, and China, and the ensuing policy implications. The book is organized around three main themes: Creation Myths Revisited, Considering the Development Cluster Context, and Crafting Cluster and Economic Development Policy. The empirical analyses suggest that clusters that grow rapidly as compared to the less successful ones are distinguished by vigorous entrepreneurial activity and the active building of institutions aided by the forces of agglomeration economies.

    Abstract [en]

    The concept born global firms has gained a spectacular increase in interest from both academic and political circles. Rigorous quantitative treatment of born global firms are however rare in the international business/economics literature. Implementing unique data on all Swedish start-ups during 1998–2008 in the manufacturing sector, we conclude that born global firms are a very rare event, that their prevalence seems invariant to time, and that they perform similar to other matched “twin” firms with regard to profitability and productivity but report a considerably higher growth in employment and sales. These results are robust to a wider definition of born global firms and to the timing of performance measurements.

    Large firm dynamics on the Nordic-Baltic scene: Implications for innovation and growth2010Report (Other academic)
    Abstract [en]

    This paper investigates the role of the 30 largest firms in the respective Nordic country and in Estonia over the last decade and for some variables between 1975 to 2006. The analysis confirms that the largest firms play a critically important role for industrial dynamics in the Nordic countries. Statistics are presented with regard to e.g. ownership, the distribution of employment between home country and foreign units, internationalization, R&D, the share of overall employment and value-added, and the dynamics over time. Both firms in the manufacturing and the service sectors are included. Even though large firms differ in terms of size and industry distribution, they do still play a dominant in all Nordic countries, albeit somewhat diminished over the investigated time period. From a policy point of view it seems of vital concern for the Nordic countries to retain their increasingly foot-loose and globally oriented large firms.

    This chapter examines the forces that sparked the emergence of a leading European biotechnology cluster - Medicon Valley. This cluster displays one characteristic feature which separates it from most other biotechnology clusters: its geographical location stretches over two countries: parts of Sweden and Denmark. The emergence of the Medicon Valley biotechnology cluster seems to have followed a somewhat different path than the biotech clusters in the United States. Whereas entrepreneurs orchestrated the emergence of clusters in the United States, universities played a crucial role in the Medicon Valley case and entrepreneurs entered - and reinforced - the process in a later stage. The more dynamic and fast growing biotechnology sector in Denmark is argued to be partly policy driven, partly associated with cultural differences.

    Innovation is increasingly considered the key to elevating prosperity and securing sustainable long-term growth. The few last decades have also witnessed a refinement of previous growth models to include investments in education by individuals and R&D by firms. Better educated individuals and increased expenditure on R&D are shown to result in increased innovation and accelerated growth in endogenous growth models. This finding has spurred policy makers, most recently the OECD, the EU commission, and other organizations, to design innovation strategies to meet future growth and welfare challenges. Such strategies have also trickled down to the country level.

    On January 29, 2009, professor Scott A. Shane, Case Western Reserve University (Cleveland, Ohio), became the first recipient of the Global Award for Entrepreneurship Research, an upgrade of the previous award given annually since 1996, and since then firmly established as the leading prize for outstanding research contributions in the area. The objective of this essay is to present the background to and the organizations behind the award; to describe how candidates are nominated, evaluated, and selected; and to give a clear account of the criteria that guide the Prize Committee in their selection of award winners.
