    Abstract [en]

    Several attempts have been made to transfer the concept of informed consent from medical and research ethics to dealing with affected groups in other areas such as engineering, land use planning, and business management. It is argued that these attempts are unsuccessful since the concept of informed consent is inadequate for situations in which groups of affected persons are dealt with collectively (rather than individually, as in clinical medicine). There are several reasons for this. The affected groups from which informed consent is sought cannot be identified with sufficient precision. Informed consent is associated with individual veto power, but it does not appear realistic to give veto power to all individuals who are affected for instance by an engineering project. Most importantly, the concept of informed consent puts focus on the public's acceptance of ready-made proposals rather than on its participation in the decision-making process as a whole, which includes the development of alternatives for the decision. Therefore, the concept of informed consent is not applicable to a company's relations with groups and collectives. It may, however, be applicable to a company's relations with individual persons such as customers and employees.

    Two of the major problems in AGM-style belief revision, namely the difficulties in accounting for iterated change and for Ramsey test conditionals, have satisfactory solutions in descriptor revision. In descriptor revision, the input is a (set of) metalinguistic sentence(s) specifying the success condition of the operation. The choice mechanism selects one of the potential outcomes (available belief sets) in which the success condition is satisfied. Iteration of this operation is unproblematic. Ramsey test conditionals can be introduced without giving rise to the paradoxical results that they generate in other systems. In addition to standard (sentential) Ramsey test conditionals, a more general variant of epistemic conditionals is defined, representing statements of the form "if the belief state is changed to satisfy condition A then it will satisfy condition B". An axiomatic characterization of such descriptor conditionals is presented. It is related in intricate ways to the KLM postulates for cumulative reasoning.

    Abstract [en]

    The advantages and disadvantages of formalization in philosophy are summarized. It is concluded that formalized philosophy is an endangered speciality that needs to be revitalized and to increase its interactions with nonformalized philosophy. The enigmatic style that is common in philosophicallogic must give way to explicit discussions of the problematic relationship between formal models and the philosophical concepts and issues that motivated their development.

    In order to reduce the death toll of road traffic it is necessary to focus on how vehicles and roads can be improved. Like other dangerous machines, motor vehicles should be equipped with safety devices that prevent mistakes by the operator from leading to serious consequences. Speed limiters that prevent driving at illegal speeds would save many lives, and so would alcohol interlocks. Meshi Ori's proposal that most cars should be replaced by motorcycles would not lead to the moral improvement that he hopes for. We need motor vehicles with better, not worse, protection of the driver and passengers than the cars presently in use.

    Traditional probabilistic risk assessment needs to be supplemented in at least two ways: We need ways to analyze risks for which no meaningful probability assessments are available, and we need to take into account ethical issues such as voluntariness, intentions, consent and equity. In this contribution three tools for such an extended risk assessment are presented with a particular emphasis on how they can be used to deal with risks that have large components of natural causes: Possibility analysis deals with “mere possibility arguments”, i.e. risks that we know very little about. The three-party model is a framework for analyzing the ethics of risk. Hypothetical retrospection is a method for overall assessment of risks in non-numerical terms. These tools are all constructed to introduce important considerations into risk assessment that tend to be excluded or neglected in the traditional approaches. This widening of the scope of risk assessment does not make the assessment easier, but it can contribute to making its output more useful and more responsive to social needs.

    Generalizations of partial meet contraction are introduced that start out from the observation that only some of the logically closed subsets of the original belief set are at all viable as contraction outcomes. Belief contraction should proceed by selection among these viable options. Several contraction operators that are based on such selection mechanisms are introduced and then axiomatically characterized. These constructions are more general than the belief base approach. It is shown that partial meet contraction is exactly characterized by adding to one of these constructions the condition that all logically closed subsets of the belief set can be obtained as the outcome of a single (multiple) contraction. Examples are provided showing the counter-intuitive consequences of that condition, thus confirming the credibility of the proposed generalization of the AGM framework.

    Two types of measures of probabilistic uncertainty are introduced and investigated. Dispersion measures report how diffused the agent's second-order probability distribution is over the range of first-order probabilities. Robustness measures reflect the extent to which the agent's assessment of the prior (objective) probability of an event is perturbed by information about whether or not the event actually took place. The properties of both types of measures are investigated. The most obvious type of robustness measure is shown to coincide with one of the major candidates for a dispersion measure, the mean square deviation measure.

    In order to shorten queues to healthcare, the Swedish government has introduced a yearly "queue billion" that is paid out to the county councils in proportion to how successful they are in reducing queues. However, only the queues for first visits are covered. Evidence has accumulated that queues for return visits have become longer. This affects the chronically and severely ill. Swedish physicians, and the Swedish Medical Association, have strongly criticized the queue billion and have claimed that it conflicts with medical ethics. Instead they demand that their professional judgments on priority setting and medical urgency be respected. This discussion provides an interesting illustration of some of the limitations of new public management and also more generally of the complicated relationships between medical ethics and public policy.

    The practical applicability of ethical theories is regrettably limited in many areas of application, but in radiation protection it is quite high. This is because radiation protection operates with doses that are measured in numerical units. These numbers can be added up just like the utilities of utilitarianism, and they can be compared to exact limits in ways that conform with deontological ideas. The chapter identifies five contact points, or parallel issues, between moral philosophy and radiation protection. First, should we consider risks and benefits separately for each individual, or should we make one great sum for all effects, irrespective of who is affected by them? Secondly, should the acceptability of risks be determined by weighing against benefits or by the application of general limits for the size of the risks themselves? Thirdly, should all effects be considered, or should sufficiently small effects such as small risks and small radiation doses be left out of our moral deliberations? Fourthly, how should we value future effects? Fifthly and finally, how should individual differences be treated in an ethical discourse aiming at justice?

    Multiple contraction (simultaneous contraction by several sentences) and iterated contraction are investigated in the framework of specified meet contraction (s.m.c.) that is extended for this purpose. Multiple contraction is axiomatized, and so is finitely multiple contraction (contraction by a finite set of sentences). Two ways to reduce finitely multiple contraction to contraction by single sentences are introduced. The reduced operations are axiomatically characterized and their properties are investigated. Furthermore, it is shown how iterated contraction can be reduced to single-step, single-sentence contraction. However, in this framework the outcome of iterated contraction depends unavoidably on the order in which the inputs are received. This order-dependence makes it impossible to treat two inputs on an equal footing. Therefore it is often preferable to perform changes involving several pieces of information as multiple rather than iterated change.

    The prescriptive 'ought' has both an objective and a subjective interpretation. In the objective sense, what one ought to do depends on what is actually true. In the Subjective sense it depends on what one believes to be true. Ordinary usage seems to vacillate between these two interpretations. An example (the indecisive terrorist) is used to show that a subjective ought statement can have a determinate truth-value in situations where the corresponding objective ought statement has no truth-value, not even all unknowable one. Therefore the subjective ought is not definable in terms of the objective ought. However, definability in the other direction is not excluded by this argument.

    The probability that a fair coin tossed yesterday landed heads is either 0 or 1, but the probability that it would land heads was 0.5. In order to account for the latter type of probabilities, past probabilities, a temporal restriction operator is introduced and axiomatically characterized. It is used to construct a representation of conditional past probabilities. The logic of past probabilities turns out to be strictly weaker than the logic of standard probabilities.

    Abstract [en]

    Cost-benefit analysis (CBA) is much more philosophically interesting than has in general been recognized. Since it is the only well-developed form of applied consequentialism, it is a testing-ground for consequentialism and for the counterfactual analysis that it requires. Ten classes of philosophical problems that affect the practical performance of cost-benefit analysis are investigated: topic selection, dependence on the decision perspective, dangers of super synopticism and undue centralization, prediction problems, the indeterminateness of our control over future decisions, the need to exclude certain consequences for moral reasons, bias in the delimitation of consequences, incommensurability of consequences, difficulties in defending the essential requirement of transferability across contexts, and the normatively questionable but equally essential assumption of interpersonal compensability.

    Abstract [en]

    This article offers a perspective on the role of philosophy in relation to other academic disciplines and to society in general. Among the issues treated are the delimitation of philosophy, whether it is a science, its role in the community of knowledge disciplines, its losses of subject matter to other disciplines, how it is influenced by social changes and by progress in other disciplines, and its role in interdisciplinary work. It is concluded that philosophy has an important mission in promoting clarity, precision, and open-mindedness in academic research and in society at large.

    Abstract [en]

    Science is praxis relevant to the extent that it guides goal-directed action by telling us how to act in order to achieve the goals. Investigations aiming at high praxis relevance are performed in various disciplines under names such as clinical trials, evaluation research, intervention research and social experiments. In this contribution, the notion of (direct) praxis relevance is delineated, and it is distinguished from related properties of science such as those of being applied and being practically useful in a wider sense. Recommendations for the achievement of praxis relevance are offered in the form of five principles: the prerogative of direct experiments, minimized theory-induced uncertainty, multiple approximations, causal chain decomposition and successive improvements.

    Although choice and preference are distinct categories, it may in some contexts be a useful idealization to treat choices as fully determined by preferences. In order to construct a general model of such preference-based choice, a method to derive choices from preferences is needed that yields reasonable outcomes for all preference relations, even those that are incomplete and contain cycles. A generalized choice function is introduced for this purpose. It is axiomatically characterized and is shown to compare favourably with alternative constructions.
