    Abstract [en]

    Purpose: The purpose of this paper is to investigate the determinants of the capital structure of listed property firms in China.Design/methodology/approach: The study is based on quantitative methods such as dynamic panel data models and a panel data set containing financial and accounting data for all listed property companies from 2006 to 2010 in China. Findings: The findings confirm that the state-own shares, the fixed asset values, the total size of assets and profitability have a positive and significant impact on the leverage ratio of listed property firms in China. The negative impact of the tax shields and the currency ratio, and significant impact of state-own shares on capital structure cannot be explained by existing capital structure theory but the unique property market regulation environment and market conditions in China. Research limitations/implications: The findings confirm the applicability of trade-off theory (except for the correlation between leverage and the tax shield) on property companies in China. They also highlight the importance of government policies and special market conditions in explaining the financing behaviour of property companies in transaction countries like China. Practical implications: Complimentary policies should be established along with property market restriction policies to offset their unequal negative effect on property companies with less state-owned shares. Furthermore, government should invest efforts to eliminate the discrimination credit treatment of banks against property companies with non-existent or few state-owned shares. Originality/value: The special financial behaviour of China's property firms and the unique financial and property market conditions highlight the necessity of researching the capital structure of listed property firms in China. However, most of the existing literature focuses on the company financial behaviour in developed countries, and very few studies have been done concerning property firms' financing behaviour in emerging economies such as China, and this research prospects to fill this blank.

    Abstract [en]

    The purpose of this paper is to investigate why CREM should be carried out within the office based companies in Shanghai. Besides, the current CREM practices and performances in the office based companies in Shanghai are examined as well. Design/methodology/approach - The CREM added value creating model for office based corporations in Shanghai is constructed based on literature review. Then, according to the model, the proposition as to why CREM should be carried out within the office based companies in Shanghai is developed. Later, two case studies, which are composed of online questionnaire, structured interviews, and secondary documentary review, are investigated to test the proposition. Findings - Although the result from the two-case study does not provide direct evidence to support the proposition that alternative added values listed in the model is the driving force of CREM implementation for Shanghai office users, CREM, or Corporate Office Estate Management, does help them to promote marketing and corporate branding, staff retention, as well as efficiency and cost control. Research limitations/implications – The research is based on two case studies, the logic of which is replication. Thus, it is not possible to draw any strong generalization. Future studies are needed to validate or contradict the findings in the research. Practical implications – The research process and result provides inspirations for the office occupiers in Shanghai, China, on how Corporate Real Estate Management (CREM) can contribute to the core business, and what specific added values CREM can create. Besides, the CREM added value creating model for office based corporations in Shanghai provides framework for CREM managers on how CREM can be strategically carried out. Originality/value – Since CREM is a brand new discipline in China, the research is the first one digging into Corporate Office Estate Management practices in Shanghai, with the incorporation of the CREM added value creating model.     The development of ‘Affordable housing’ has become an urgent and important topic of discussion in China. Unlike in western countries where the social welfare system has been set up for many years and the public housing system also is mature, in most of Asian countries, the social welfare systems are still weak in relation to their large amount of low-income populations. The gap between rich and poor is considerable large, and is still increasing; many people with low-income could not afford their own houses since the minimum down-payment and the entry-requirement of real estate market are both increasingly high; the ‘Affordable housing’ is therefore very difficult to be developed appropriately under this circumstances. The thesis provides an overview of the development of ‘affordable housing’ around the world, and a brief introduction of the relevant situation in China, in order to find out some applicable policy suggestions for the development of Guangzhou city’s affordable housing market from such previous experiences. Public housing system in U.S. and Sweden has a strength foundation for many decades, while China is a developing country with the largest population in the world, in order to solve the housing problem, Chinese government start to implement public housing policies and establish the ‘public housing system with Chinese style’. The Guangzhou affordable housing policies are based on the Chinese style public housing system, given the similar culture background and economy foundation, Singapore and Hong Kong’s public housing development process has more value for Guangzhou City Government to learn from. Results from questionnaire and analysis are shown for the current housing statu in Guangzhou City, which reflect some realistic housing problems and it takes a long term for householder to achieve down payment and ‘full house ownership’.

    A Human Rights based approach to Housing Policy:A critical and normative analysis2014Rapport (Annet vitenskapelig)
    Abstract [en]

    Purpose: The first part of the article is a critical evaluation of the arguments in Rory Hearne’s“Realising the right to the city – a a human right based framework for regeneration of areasof urban disadvantage.” In the second part of the articles three current Swedish cases areanalyzed from a normative perspective to illustrate how a rights based approach can beimplemented in a better way.Design/methodology/approach: The article uses an analytical/philosophical approach.Findings: Hearne includes both “means” and “ends” among the rights, and it is argued thatthe rights should only be formulated in terms of ends. In the Swedish cases the commonfeature is that tenants are living in rent‐regulated apartments with low rent and thensomething happens that withdraws this opportunity. It is argued that society is alwayschanging and no one has an unconditional right to continue to live in the same way asbefore. The main rights should be formulated in terms of access to “reasonable” alternativesand as right to a time to adjust to the new situation.Practical/social implications: How one looks at the rights in the situations described will bethe foundation for the type of legal rules that should be implemented.Originality/value: The article shows a human rights based approach could be implemented ina more convincing way a number of specific housing situations.

    A Monstrous Hybrid: A comment on Brett Christophers´ interpretation of Swedish housing policy2015Rapport (Annet vitenskapelig)
    Abstract [en]

    In this comment it is argued that Christophers´ misunderstands the nature of the post warhousing model in Sweden. This was actually a market friendly model where rent and priceregulations were seen as something temporary and that an increase in supply was the mostimportant policy. It is further argued that it is a mistake to describe the development inrecent decades as a move towards a neo‐liberal model. Even if there are no state subsidies,there still is a municipal planning monopoly that reduce the supply of land. Municipalitieshave become more and more restrictive towards new construction, and a combination ofNIMBY‐arguments and environmental demands have especially reduced the number ofhousing projects targeting households with lower incomes.

    När ett företag genomför ett renoveringsprojekt är en rad olika personer och yrkesgrupper involverade. Kommunikation mellan olika professioner är då viktig. Situationen är likartad i ett tvärvetenskapligt forskningsprojekt.

    Ekonomiska faktorer är viktiga för både utformning och genomförande av en renovering, men det som kallas ekonomi kan omfatta en rad olika saker, t ex hur lönsamt är en renovering, hur kan den finansieras, hur påverkas företagets redovisade resultat och hur ska man se på renoveringen ur ett samhällsekonomiskt perspektiv?

    Syftet med denna rapport är att klargöra innebörden av dessa olika ekonomiska aspekter och hur de förhåller sig till varandra samt beskriva hur man går tillväga för att bedöma dessa ekonomiska aspekter. Det handlar alltså inte om att peka ut någon viss strategi som mer ekonomisk än en annan, utan att beskriva hur ekonomiska analyser görs.

    Målgruppen är i första hand icke-ekonomer, men oklarhet kring de olika ekonomiska aspekterna finns även inom ekonomkåren, t ex om samband mellan projektets lönsamhet och hur det påverkar företagets redovisade resultat. Ibland skiljs inte heller mellan lönsamhetsproblem och finansieringsproblem.

    De olika ekonomiska aspekter som berörs är kortfattat följande:

    Ger åtgärderna en rimlig avkastning på satsade pengar: Lönsamhet och lönsamhetskalkyler (kap 3).

    Ska man fondera pengar till underhåll: Underhållsfonder (kap 4).

    Hur kommer en renovering att påverka siffrorna i företagets årsredovisning: Effekter på redovisat resultat och balansräkning (kap 5).

    Hur får man fram pengar för att betala de företag som anlitas för att genomföra renoveringen: Finansieringsfrågor (kap 6).

    Kommer företaget att ha löpande inkomster som gör att man kan betala t ex ränta och amorteringar på de lån som tagits upp? Kommer företaget att ha ett positivt årligt kassaflöde av rimligt storlek efter renoveringen: Likviditetsfrågor (kap 6).

    Ger investeringen ytterligare effekter, vid sidan av effekten på företaget: Samhällsekonomiska lönsamhetsfrågor (kap 7).

    Abstract [en]

    Industrialized building of residential houses - which here means off-site production of large elements - has been a controversial area at least since the Second World War. During the last 50 years industrialized house building in Sweden has had two faces. The first is a series of failed large scale projects that tried to introduce a more industrialized approach to the building of multi-family houses. The last two of these failures were NCC-Komplett and Open House. The second face consists of a number of manufacturers of single family houses that for more than 50 years continuously has produced what in Sweden is called “catalogue houses”.

    The theoretical framework used in the article is based on the combination of standard economic theory and transaction cost theory presented in the book “Economics, organization and management “by Paul Milgrom and John Roberts (1992).

    Based on case studies the aim of the paper is to explain these successes and failures using a "stress test" approach focusing on how the different systems can handle stresses in the form of changes in the business cycle, changes in tastes, technological problems and problems with suppliers.

    The conclusion was that that the new systems for industrialized housing were not designed in such a way that it could handle different types of stress. The successful producer of catalogue houses::

    - Spread risk among a larger number of involved actors – e.g. salespersons and local contractors that assembled the product. In this way they also created stronger incentives.

    - This company had more direct contact with the market and could both learn from and influence demand to a higher degree.

    - This company used established techniques and also more products bought from supplier and subcontractors with which company A had long term relations.

    Perhaps the conclusion should also in this area be that revolutions are very difficult. Introducing a radically new way of producing that would in a short period of time change the way houses are produced is then doomed to fail. More interesting developments are then to experiment with smaller steps, where e.g. somewhat larger components are bought from subcontractors.

    Leder hyreslagens regler till rätt renoveringar: Analys och förslag2015Rapport (Annet vitenskapelig)
    Abstract [en]

    The standard view is that rent regulation leads to a reduction in maintenance, as the landlord will be able to find tenants at the regulated rent even if the level of maintenance is low. In this article it is shown that the rent regulation system in Sweden interacts with a contract structure where the rent is allowed to increase only if the standard of the apartment is raised compared to when the apartment was new. Ordinary maintenance is included in the rent, and the rent is therefore not allowed to increase when such maintenance is carried out. It is shown that when there is a housing shortage this system creates economic incentives for increasing the standard of apartments, even if this reduces total welfare. The result can be that quality is increased more than in a market system, and that it can increase gentrification compared to such a system. Policy proposals are also presented.

    Purpose – The purpose of this paper is to clarify the concept of bubble, what it means to explain a bubble and propose a list of bubble indicators.

    Design/methodology/approach – The paper is based on a literature review and some philosophical ideas to derive conclusions for the problems studied.

    Findings – A price bubble should be defined only in relation to the development of prices: a dramatic increase immediately followed by a dramatic fall. The traditional definition in terms of prices not determined by fundamentals is problematic primarily because the concept “fundamentals” is vague. A bubble can never be explained by a single factor, but is the result of the interaction of a number of factors. The explanatory factors proposed are used to derive a set of indicators working as warning signals whether a dramatic increase in prices will be followed by a dramatic fall. The list developed covers, for example, interest costs in relation to household incomes, the elasticity of supply, price expectations and credit conditions.

    Research limitations/implications – Both the explanatory framework and the list of indicators should be seen as preliminary and the starting point for further development through empirical testing.

    Practical implications – A developed list of bubble indicators could be useful for a number of actors, e.g. banks and authorities responsible for monitoring financial stability.

    Originality/value – The contribution is a clearer and more useful concept of bubble, a clearer separation of the question whether bubbles exist and how they should be explained. The proposed list of indicators goes far beyond earlier indicators.

    Improving the energy efficiency of the existing housing stock is a high priority in Sweden. The focus of this viewpoint is on how incentives for improving energy efficiency are affected by pricing principles in two specific areas: housing rents and district heating fees. Many countries have regulations that affect how housing rent is determined. It has been shown that cost-based rents reduce incentives for energy efficiency. The same may occur if rent is related to qualities of the apartment, if these qualities do not include the indoor climate. There have been concerns that district heating companies might respond to lower sales by increasing prices, thus reducing any incentive to reduce energy consumption. It is argued that this will not happen if fixed and variable fees correctly reflect the cost structure. Empirical studies show that it is common to have a variable fee that is higher than the marginal cost, partly because of monopoly elements in the market. This type of pricing will actually strengthen the incentives for energy efficiency investments compared to theoretically correct pricing principles.

    Rent regulations can take many forms and have different purposes. It is arguedthat the often-used distinction between Ž rst- and second-generation rent controlis too crude to be useful. Five main types of rent control are identiŽed instead.The Ž rst dimension concerns whether the control covers rent changes for sittingtenants or rents generally. The second dimension is whether the aim is to protectthe tenants against rents over the market level, against sudden big increases inrents or if the aim is to keep rents permanently below market levels in attractiveareas. The typology is used to classify and compare the rent control systems in anumber of European countries and North American cities. It is also used todescribe typical patterns of change from ‘harder’ to ‘softer’ rent controls.

    Abstract [en]

    Security of tenure legislation covers three areas: protection against unjust eviction, unreasonable increases in rents, and mismanagement of properties by landlords. There are large differences between countries concerning how far the tenant can get legal protection or if all protection must be in the form of clauses in the contract. The theoretical argument for some kind of tenant protection is the existence of high transaction costs that weaken the bargaining power of a sitting tenant. Side effects include higher initial rents and stricter screening by landlords when letting to a new tenant. However, a certain level of tenant protection might be necessary to make the rental market attractive to housing consumers.

    This chapter employs a broader interpretation of social housing, encompassing policies that focus on households with low incomes or major problems competing on the open market. The population in Sweden is divided into four groups. These are discussed in the chapter. Then the chapter provides an overview of the tenure forms in Sweden and how these have developed, as well as a description of the Swedish system of rent-setting as this is important for understanding the country's housing market. 'MHCs in Sweden' describes the MHCs and how their role has developed. The housing allowance is paid by the central government and administered by the Swedish Social Insurance Agency, which also handles other transfer payments like sickness benefit and benefits for the disabled. The allowance system has two strands, one for older people and one for households with children.

    IN THE PAST DECADE, green buildings have undergone dramatic development in Stockholm – and indeed throughout Sweden. Construction materials and technologies have developed quickly, and from an investor perspective green building has gone from being an almost unknown concept among developers and investors to being something that is increasingly seen as a necessity. To produce buildings that are not classified in some way as “green” is not an option in Stockholm’s current real estate market. This is a process that is almost completely driven by the market: buildings are built green primarily because it is profitable to build them green, not because the government demands or subsidizes them.

    The standard view is that rent regulation leads to a reduction in maintenance as the landlord will be able to find tenants at the regulated rent even if the level of maintenance is low. In this article, it is shown that the rent regulation system in Sweden interacts with a contract structure where the rent is allowed to increase only if the standard of the apartment is raised compared to when the apartment was new. Ordinary maintenance is included in the rent, and the rent is therefore not allowed to increase when such maintenance is carried out. It is shown that when there is a housing shortage, this system creates economic incentives for increasing the standard of apartments, even if this reduces total welfare. The result can be that quality is increased more than in a market system, and that it can increase gentrification compared to such a system. Policy proposals are also presented.

    Eight studies of rent control, where the central part of the study comprises proofs of certain relations in a mathematical model, are evaluated using a Bayesian approach. The articles consist of two parts: a story that points out some aspect that has been neglected in earlier literature, and a proof that this story holds in the model. The proven propositions are in this article seen as new information and their evidential value is evaluated by how this information changes the relative probability of a number of hypotheses. The conclusion is that this new information only changes the probability of very simple and rather uninteresting hypotheses.

    Under senare år har en rad aspekter rörande metoderna att sälja småhus och bostadsrätter diskuteras, t ex lockpriser och att stress under processen gör att köparna fattar mindre rationella beslut.I denna uppsats preciseras först ett fyra krav som kan ställas på en försäljningsmetod:- Att den är transparent: dvs deltagarna vet hur processen ser ut och kan förutsäga vad som händer i olika steg.- Att de direkta kostnaderna för att genomföra transaktionen är låga.- Att det blir rätt köpare, dvs att den som värderar objektet högst, i betydelsen, är villig att betala mest , också blir den som köper objektet.- Att metoden är etiskt bra, dvs bidrar till rationellt beteende hos aktörerna. Därefter formuleras fyra allmänna egenskaper som processen ska ha:- Att det ska finnas en standardiserad beskrivning av objektet.- Att det ska finnas information om vad liknande objekt nyligen sålts för, så att köparna bättre kan bedöma vad som är ett rimligt pris.- Att det inte ska vara några förhandlingar efter "avslut". Objektet köps i det skick som anges i den standardiserade beskrivningen.- Att både köpare och säljare ska betala (ett mindre) skadestånd om de hoppar av processen i ett sent skede.Tre alternativa försäljningsmetoder beskrivs sedan i detalj. Alla metoderna bygger på att accept/bud mm förmedlas elektroniskt över Internet. Metod 1 "Fast pris": Den som först accepterar ett angivet pris är den som får köpa objektet. Metod 2: "Vanlig öppen auktion": Utgångspris ska vara 30% under bedömt marknadsvärde, i förväg anges minsta budsteg och hur lång tid man har på sig att lägga ett nytt bud. Metod 3: " Sluten auktion i flera steg": Först lägger intresserade köpare ett indikativt bud. De med de tio högsta buden går vidare till en andra omgång, som genomförs 1-2 dagar senare..De som då lagt de 5 högsta budet går vidare till den sista omgången då slutna bud läggs och objektet säljer till den som då lagt det högsta budet.

    Purpose - The purpose of the paper is discuss value concepts that can be a complement to current market value, and discuss whether information about these value types can reduce the risk of bubbles. Design/methodology/approach - The study is primarily a critical comment on concepts and arguments put forward in a recent article. Findings - The main theses in the article are: that there is no "market view" in a market as there always are entrepreneurs who assess the situation differently, and only the future can show who is right; that the valuer should not pretend to be an expert of the future development of a market, as no one can be an expert about the future; and that if any information can reduce the risk of bubbles it is information about past patterns in the market. More such information might reduce the risk of "irrational exuberance" in a market. Practical implications - The practical implication is that more historical information could be useful in a property valuation. Originaity/value - The value of the paper - for researchers, valuers and valuation clients - is that it questions some concepts often used, and points to a way to make valuation reports more useful.

    Purpose: The purpose of this paper is to explain why some real estate companies choose to have a vertically integrated structure, instead of specializing in only stage of the production chain. Design/methodology/approach: The first stage of the research was an extensive literature review to generate hypotheses. A case study method was then chosen, as more detailed knowledge about the companies were judged to be needed to evaluate the different hypothesis. Documents about the companies were studied and interviews carried out. Findings: In the studies cases, there is no support for theories related to vertical integration as a way to monopolize a market and only marginal support for theories that focus on contracting problems related to the so called hold up problem. The most important factors for the companies were that vertical integration gives information and more options that are important in small number bargaining situations. The companies bargaining power increases when they are better informed about, e.g. costs and profits in nearby activities, and when they can use in-house units, if there are problems to find reasonable conditions on the outside market. Research limitations/implications: The main limitation is that only three cases were studied. Practical/implications: The study can be helpful both to companies that choose to integrate vertically and those that chose not to. There are similar problems related to information and bargaining power that needs to be handled. Originality/value: This is the first study that test theories about vertical integration in the real estate sector.

    Det svenska hyressättningssystemet och de allmännyttiga bostadsföretagens roll på bostadsmarknaden är för närvarande under utredning inom EU. Orsaken är en anmälan från fastighetsägarna för ekonomiskt stöd som står i strid med EUs regler. Syftet med denna utredning är att närmare analysera vad som ska menas med stöd/subvention och kritiskt granska argumenten i några av de utredningar som tagits fram.Studiens utgångspunkt är hyressättningen och om olika åtgärder påverkar hyressättningen på ett sådant sätt att privata fastighetsägare missgynnas. Vidare understryks att den svenska bostadsmarknaden är mycket heterogen, och resonemangen fokuserar på två typfall när det gäller allmännyttan:- Det Starka Företaget som är verksamt på expansiva orter och som har en stark ekonomi.- Det Svaga Företaget som är verksamt på stagnerande orter och som har en svag ekonomi. Nästa viktiga distinktion är mellan frågan om ett enskilt projekt är subventionerat och om företaget som helhet är subventionerat. När det gäller ett enskilt projekt är det logiskt att tänka i termer av självkostnad och att hyran ska sättas så att den ger en rimlig avkastning på allt investerat kapital. Bedömningen i rapporten är att så i regel är fallet idag.När det gäller stöd till ett företag argumenteras för att ur ett självkostnadsperspektiv är det stöd om kommunen direkt skjuter till pengar, ger garantier som sänker lånekostnader och låter medel som genererats av "sidoverksamheter" stå kvar i företaget utan att begära avkastning på dessa medel. Det kan dock rimligen inte kallas subvention om kommunen inte begär utdelning på eget kapital som byggts upp av den löpande verksamheten eller på ickerealiserade värdestegringsvinster som sammanhänger med att det vore möjligt att sälja fastigheter till ett högt marknadsvärde (t ex pga boom på bostadsrättsmarknaden). Att begära att företaget ska höja hyran pga att "alternativkostnaden" stigit är i princip detsamma som att säga att företaget ska agera vinstmaximerande.Bedömningen i rapporten är att med denna definition av subvention är det i regel inte så att De Starka Företagen är subventionerade. Det existerandet regelverket har varit stabilt under en längre period och är välkänt för privata investerare och man kan därför anta att de priser de betalat och de investeringar som gjorts förväntas ge en rimlig avkastning på insatt kapital inom ramen för regelverket. På svaga orter förekommer dock subventioner, men det är inte självklart att detta missgynnar de privata företagen. Genom stödet kan de kommunala bostadsföretagen undvika konkurs, vilket kunde leda till att nya aktörer på marknaden pressar ner hyresnivån till nackdel för dagens privata fastighetsägare.

    Sweden has a large multifamily housing stock that was built between 1960 and 1975. An important current issue is how this stock can be renovated in a sustainable way. The article analyses a strategy used by a suburban municipal housing company that had clear social ambitions and offered the tenants three options of renovation: Mini, Midi and Maxi. Most tenants chose the Mini alternative which meant that they could afford to stay and that there was no increase in costs for the social authorities. An investment analysis showed that the Mini alternative had a positive net present value, but that the Midi and Maxi alternatives were more profitable. Even though there was no clear environmental focus in the renovation, energy use was reduced by 8%. As a conclusion, the study shows that a sustainable renovation is possible but that there are a number of conflicts between the different dimensions of sustainability.

    Behövs allmännyttan för att lösa bostadsfrågan för hushåll med sociala problem: - en pilotstudie2007Rapport (Annet vitenskapelig)

    Den grundläggande frågan i studien var hur viktigt det är med ett kommunalt bostadsbolag för att lösa bostadsproblemen för hushåll med allvarligare sociala problem. Studien gjorde som en tvillingstudie i Stockholmsregionen där vi först identifierade ett antal kommuner som inte hade något kommunalt bostadsföretag. Därefter letade vi efter "tvillingkommuner" som liknade de förstnämnda kommunerna men som hade ett relativt stort kommunalt bolag.Denna process ledde till ett urval av kommuner där inkomstnivån var relativt sett hög. Intervjuer gjordes med ansvariga personer på socialförvaltningen i respektive kommun. Det följande var de huvudsakliga resultaten:- Intervjupersoner var i allmänhet nöjda med den rådande situationen och tyckte att det fungerade bra både i kommunerna med respektive utan kommunalt bostadsföretag.- I ett fall fanns en klausul i försäljningsavtalet att köparen skulle tillhandahålla ett visst antal lägenheter. I de övriga kommuner var det ett frivilligt samarbete från de privata företagens sida.- Alla kommunerna använde en bostadskedjemodell där klienten, t ex en person med drogproblem, började i ett mer institutionaliserat boende. Målet var att personen efter ett antal steg skulle ha ett eget boende. En viktigt del av kedjan är försökslägenheter där socialförvaltningen är förstahandshyresgäst och där klienten har ett särskilt andrahandshyresavtal.- Både de kommunala bolagen och privata företagen kräver denna kontraktsstruktur för att vara säkra på att de vanliga hyresgästerna inte störs.- Socialförvaltningen har ett mycket nära löpande samarbete med fastighetsägarna, och har kontakt på daglig basis för att hantera nya fall och olika situationer som uppstår. Socialförvaltningen har en klar bild av vilka hushåll som fastighetsägaren kan tänkas acceptera och vilka som måste vara kvar i mer institutionaliserade former, eller i provisoriska bostäder som socialförvaltningen själv har eller hyr in via särskilda privata företag. Dessa "egna" bostäder som socialförvaltningen har är dock mycket få. En sak som oroade socialförvaltningarna i båda typerna av kommuner är att fastighetsägarna har vad de tyckte var omotiverat höga krav i vissa avseenden. Det handlade t ex om personer som hade betalningsanmärkningar och trots att dessa var flera år gamla så kunde de fortfarande vara ett hinder för ett eget kontrakt. Socialförvaltningarna var rädda för att de i för hög grad får fungera som bostadsförmedlare och även bygga upp ett eget bestånd åt hushålls. Alternativet för dessa hushåll är andrahandsmarknaden där hyrorna ofta är högre.

    The aim is to both develop a new theory-based framework for analysing cost overruns, and to use this for an empirical study of cost overruns in infrastructure projects in Sweden. The conceptual part is based on a literature review and the empirical part is primarily based on a questionnaire to project managers. The framework has a descriptive part comprising two dimensions: when, during the process, the cost overrun arose and what part of the cost function was responsible: change in the product, change in quantities of the inputs and change in price of inputs. The explanatory part is a development of Flyvbjerg’s theories and identifies four possible explanations: political/strategic aspects, psychological aspects, competence-related aspects and bad luck. The result from the empirical study is that most cost overruns occur in the initiation and planning stages up to the final design and are related to design changes and increases in the amount of inputs needed because of technical and administrative problems. Of the explanatory factors, there is most support for lack of competence and optimism bias.

    Many infrastructure projects have cost overruns and there has been a lot of research both on why these cost overruns occur and what can be done to reduce hem. Bent Flyvbjerg is the leading researcher in the area and in this article his proposals are used as the starting point. Besides a literature review, a questionnaire was sent out to experienced Swedish project managers to find out what they thought could reduce cost overruns. The literature review and the questionnaire were the foundation for the proposals formulated in this article. Proposals concerned three areas: (1). Organisational macro-structure, e.g. using more PPP projects but also decentralisation of budgets where cost overruns in one project in a region lead to less alternative projects in the specific region. (2). Organisational quality: It should be easy to see when and where cost overruns occur and who was responsible. There should be a well-developed knowledge management system in the organisation and an organisation culture of openness with a focus on improvements. (3). Organisational processes, e.g. a systematic use of external reviewers in different stages of a project.

    Hur undviker man att bli lurad?: Metoder att motverka "Moral hazard" vid upphandling inom byggsektorn2015Rapport (Annet vitenskapelig)

    Denna rapport är skriven inom projektet "Upphandling för ett hållbart och innovativt samhällsbyggande" (www.procsibe.se) och bygger på en engelsk uppsats med namnet "Moral hazard and construction procurement: A conceptual framework" som kan hämtas från http://swopec.hhs.se/kthrec/abs/kthrec2015_002.htm. I denna förkortade svenska rapport har vi t ex inte redovisat litteraturreferenser mer än undantagsvis men den intresserade kan alltså hitta dessa i den engelska versionen.

     

    Även om de problem som uppsatsen diskuterar är generella så ligger fokus på bygg-relaterade kontrakt, särskilt inom infrastruktursektorn. Det handlar då både om nyinvesteringar, större underhållsinsatser och löpande driftskontrakt. Utvecklingen i Sverige har under senare decennier gått i riktning mot att offentliga aktörer upphandlar dessa verksamheter från fristående (privata) företag. Att byggande upphandlas gäller dock i hög grad även för privata företag som behöver ha bygg- eller underhållsinsatser på sina anläggningar.

     

    I den ekonomiska kontraktslitteraturen diskuteras sk Moral hazard och/eller Opportunistiskt beteende mycket. Opportunistiskt beteende kan i sin tur påverka normer, viljan till samarbete och i hur hög grad man litar på andra parter -  vilket i sin tur påverkar kvaliteten på den färdiga produkten. Att utforma upphandlingar så risken för Moral hazard och opportunistiskt beteende minskar är därmed en viktig aspekt vid en diskussion om hur upphandlingsstrategier ska utformas och implementeras.

    En viktig utgångspunkt för denna studie är vidare att risker för opportunistiskt beteende även finns inom en organisation. Detta komplicerar analysen ytterligare eftersom det inte längre finns bara två eller flera direkta kontraktsparter utan även olika grupper av aktörer inom en och samma part. Även om ledningen hos en part bedömer att ledningen i en annan part är trovärdig och pålitlig så kan man ju vara osäker rörande om detsamma gäller den andra partens anställda eller till och med de egna anställda. Men det kan också vara så att effekterna av en opålitlig ledning motverkas av ansvarstagande personal! Allt detta påverkar vad som är ett rationellt kontrakt och vilken metod för att minska Moral hazard som är lämpligast i situationen.

     

    I denna uppsats finns en översikt av olika metoder att motverka Moral hazard med inriktning både på företags- och individnivå. Att fokusera särskilt på byggrelaterade kontrakt kan motiveras av flera skäl: Det rör komplicerade kontrakt där riskerna för Moral hazard kan vara större och det rör en sektor där det finns frågetecken kring effektiviteten och där det kan finnas behov av nya mer samarbetsinriktade arbetsformer.

    Detaljhandeln har under senare år haft en snabb expansion och genomgått stora strukturella förändringar. Denna process har både haft vinnare och förlorare, men större köpcentra, gallerior och externa köpcentra som vinnare och lokala mindre centrum anläggningar som förlorare. Dessa mindre centra är dock viktiga ur flera perspektiv, inte minst för attraktiviteten hos närliggande bostadsområden. Ur ett fastighets ägar perspektiv kan det därför vara viktigt att följa dessa centrums utveckling och engagera sig i deras utveckling. I denna rapport redovisas resultat från en empirisk studie rörande ett antal mindre köpcentra, främst i södra Stockholmsregionen. I huvudsak är det centra i områden med relativt låginkomst. Intervjuer har gjorts med fastighetsägare, kommunen och centrumen har besökts flera gånger för att få ett mer direkt intryck av centrumet och för informella intervjuer med handlare och besökare. Litteratur rörande detaljhandelsutvecklingen har studerats och analyserats. Slutsatserna är i huvudsak följande:- Allmän inrikting: Att på något mer fundamentalt sätt vända trenden för dessa köpcentra framstår inte som realistiskt. Det gäller att acceptera deras roll som komplement där den lokala kundkretsen är helt avgörande, både de som handlar regelbundet och de som mest använder centrat som komplement. Slumpen kan ibland göra att det kommer någon butik med större upptagningsområde, men det är i regel inte något man kan planera för, särskilt inte i områden med relativt låg status.- Butikssammansättning: Det absolut viktigaste är att det finns en eller flera väl fungerande livsmedelsbutiker i centrumet..- Tillgänglighet: Bra skyltning kring centrumet, bra placerade parkeringsplatser i anslutning till livsmedelsbutik.- Förvaltning: Fastighetsägaren skall ha en tydlig strategi med sitt ägande och bedriva en aktiv förvaltning . På kort sikt är a och o att liksom för andra fastigheter att det är helt, rent, snyggt och tryggt. Ett bra samarbete mellan handlare, ägare av centrumet, ägare av närliggande bostadsfastigheter och kommunen är viktigt för att skapa och behålla ett bra bostadsområdescentrum.

    An income tax can have side effects like decreased labor supply and lower effort levels. These side effects are important to consider in the decision of whether to introduce the tax. The terms deadweight loss and excess burden are used by mainstream economists in this context. In this article, it is argued that according to the measures they use, an excess burden is registered, even if there are no actual side effects. The explanation is that they actually measure the difference between the situation with the income tax and a situation with a hypothetical lump sum tax. Because lump sum taxes are not realistic alternatives, for administrative and political reasons, the conventional measurements are irrelevant from a policy perspective.

    One argument against deregulating the rental housing market is that high market rents in attractive areas would increase economic segregation. During the 1990s one major city in Sweden (Malmö) increased rents step by step in attractive areas, while another (Stockholm) did not do so. This 'natural experiment' makes it possible to get new evidence about the relation between market rents and economic segregation. The development in different types of areas within the cities is compared over a ten-year period. The results indicate that segregation increased in almost the same way in both cities. Possible counteracting factors are discussed, but the conclusion is that the result must be seen as important evidence against the hypothesis that a (slow) move towards market rent would drastically increase economic segregation.

    Utgångspris och slutpris: En studie av "lockpriser" vid försäljning av bostadsrätter2008Rapport (Annet vitenskapelig)

    Under senare år har s.k. ”lockpriser” inför försäljning av främst bostadsrätter diskuterats flitigt i media. Syftet med denna studie är att analysera orsaker till uppkomsten av lockpriser och hur mäklare och säljare resonerar beträffande prissättning på bostadsrätter samt att föreslå tänkbara åtgärder till problemet. Studien omfattar dels en empirisk analys av utgångspriser och försäljningspriser i Västerås och Stockholms innerstad för att kvantifiera förekomsten av lockpriser och dels intervjuer av mäklare verksamma i dessa geografiska områden för att få deras syn på prissättningsmekanismer och problematiken med lockpriser. Studien bygger på: Matchning av utgångspriser på Hemnets internetsida och Mäklarsamfundets databasinnehållande slutliga försäljningspriser. Intervjuer med mäklare från Stockholm och Västerås Genomgång av tidigare forskning Huvudresultaten från denna studie kan sammanfattas i följande punkter: Det har varit betydligt större skillnad mellan slutpris och utgångspris i Stockholm jämfört med Västerås. I Stockholms innerstad var den genomsnittliga skillnaden, under tidsperioden januari 2007 – oktober 2007, 28 % - 35 % beroende på stadsdel. I Västerås var skillnaden i genomsnitt ca 10 %. Skillnaden mellan slutpris och utgångspris sjönk i Stockholms innerstad from september i takt med att marknadsläget försämrades. I november var skillnaden ca 10 %. I Västerås däremot låg skillnaden på en konstant låg nivå under hela undersökningsperioden. En majoritet av de tillfrågade mäklarna i Stockholm ansåg att nedkylningen under senaste del av året var en självreglering av marknaden. Aktörer på marknaden (köpare och säljare) lär sig ganska snabbt förhållandet mellan utgångs- och slutpris så att ett lågt utgångspris troligen har lite betydelse om man vet var slutpriset kommer att hamna i. Ett sätt minska riskerna med för låga utgångspriser är att mäklarna åläggs att publicera mer information om noterade priser. Lockpriserna behöver inte vara en medveten strategi från mäklarens sida utan det kan uppstå som en följd av en spelsituation där det är riskfyllt för den mäklare som ändrar sitt utgångspris först - både när marknaden går upp och när den går ner. Utgångspriserna kommer du att svänga betydligt mindre än priserna på marknaden.
