    Abstract [en]

    Agricultural policies in India directly impact the livelihoods of close to two thirds of India’s population. Through policies, thegovernment manages food security, urban and rural poverty, energy, and infrastructure, among others. Given the current state of India’sgovernance, the connection between policy making and its results in society becomes a key issue for research. This paper presents a game foruse as a research instrument. The game can facilitate research into the policy making process at various levels of the government in India. Thedesign is intended to understand the complexity of the institutional arrangement that defines and implements agricultural policies. The gameintegrates with other games that simulate other aspects of the agricultural system in India. The paper presents the verification and validationcycles followed, and identifies further steps for field validation.

    Abstract [en]

    Trust is an important issue in trade. For instance in food trade, market actors have to rely on their trade partner’s quality statements. The roles of trust and deception in supply networks in various cultural and organisational settings are subject of research in the social sciences. The Trust And Tracing game is an instrument for that type of study. It is a game for human players. Conducting experiments is time-consuming and expensive. Furthermore, it is hard to formulate hypotheses and to test effects of parameter changes, as this requires many participants. For these reasons the project reported in this paper investigated the feasibility of multi-agent simulation of the game and delivered a prototype. This paper briefly describes the game and introduces the process composition of the agents. The prototype uses simple, but effective models. The paper concludes with directions for refinement of models for agent behaviour.

    Abstract [en]

    The mango chain game is a simulation game used for research purposes. It facilitated studying the bargaining power of Costa Rican mango producers in international supply chains of mango. The game simulates a simplified mango export chain in which real world local producers can play the role of producer association, multinational, independent exporter or retailer. The game is an operationalisation of a conceptual model of a netchain build upon theories from multiple disciplines, including transaction cost economics, bargaining theory and cultural dimensions. The design is a board game, using simple forms, coins and pieces as game material. After series of test sessions in a university environment, five sessions have been played in the field. This paper presents results fro experiences porting a game from a university environment to the field, learning experiences in a research game and existing relationships versus bargaining

    The Dutch railway is one of the world's busiest. Innovative measures are necessary, to cope with the projected growth of transport demand. The impact of innovations brings uncertainty to the decision makers and experts involved. To reduce this uncertainty, ProRail, the Dutch rail infrastructure manager, has introduced a combined gaming and simulating approach, called the Railway Gaming Suite. The development started by coupling existing simulators using High Level Architecture. It should lead to a flexible and scalable backbone to support the gaming and simulation approach. This way, the traditional application field of the simulators is extended from supporting capacity analysis, timetable robustness and construction to supporting decision making and enhancing insight in the operations. The current Railway Gaming Suite consists of three simulators. The aim of this paper is to give an overview of the approach and the underlying toolbox, applied to the concrete case: the Den Bosch station reconstruction.

    I Sverige används nollvisionen som strategi för att forma ett säkert vägtransportsystem. Nollvisionen innebär att människor inte ska dödas eller skadas i vägtrafiken då det anses oacceptabelt att vägtrafiken kräver människoliv. För att förhindra olyckor vidtas åtgärder, men hänsyn måste tas till att människor gör misstag varför också nollvisionen accepterar olyckor men inte sådana som leder till allvarliga personskador eller död.

    Trafikplatser med överliggande cirkulationsplats har kommit att bli ett allt vanligare inslag i den byggda miljön då de i regel är mindre utrymmeskrävande än traditionella trafikplatser såsom ruter-, klöver- och trumpetkorsningar. Avsaknaden av analyser huruvida trafikplatser med överliggande cirkulation påverkar trafiksäkerheten är påtaglig. De förekommer vanligen i tätortsmiljö med höga trafikflöden vilket gör att en felaktig utformning skulle kunna få stora konsekvenser. Enligt konsultföretaget WSP förekommer personskadeolyckor i denna typ av trafikplatser vilket även stöds av statistik från STRADA.

    Detta projekt syftar till att få en ökad förståelse för hur utformningen av en trafikplats med överliggande cirkulation påverkar trafiksäkerheten för oskyddade trafikanter. Då olyckor förekommer, som nämndes

    ovan, studeras närmare i detalj varför de kan tänkas inträffa. Fyra platser har valts till studien;

    Sofielundsplan, Stockholm

    Lindhagensplan, Stockholm

    Emausmotet, Västerås

    Skallbergsmotet, Västerås

    Dessa trafikplatser har valts ut för djupstudier med avseende på lokalisering, utformning, geometriska faktorer, trafikflöden och vilka olyckor som förekommer.

    För att kunna analysera platserna krävs data, vilket WSP till viss del tillhandahåller. Olycksstatistik från STRADA, från perioden 2006-01-01

    2010-12-31, har sammanfattats och är till stor hjälp. Kompletteringar krävs med avseende på trafikflöden, siktförhållanden och hastigheter, vilka alla samlas in manuellt. Trafikflöden räknas under morgonens rusningstimme under perioder om fem minuter vilka sedan räknas om till dygnstrafik, ÅDT. Vad gäller siktförhållanden mäts avståndet från konfliktpunkt till den punkt där god sikt uppnås. Hastighet innan, efter och i cirkulationsplatsen noteras vid platsbesök. Med hjälp av insamlad data söks samband med regressionsmodeller mellan dessa parametrar och antalet olyckor.

    Från olycksstatistiken studeras endast olyckor med oskyddade trafikanter samt upphinnandeolyckor. De sistnämnda har valt att inkluderas med teorin att oskyddade trafikanter kan vara indirekt involverade i dessa olyckor med tanke på bilisters väjningsplikt vid övergångsställe vilket kan leda till plötsliga inbromsningar.

    Analysen visar att flera av de olyckor som inträffat med oskyddade trafikanter beror på att någon inblandad part har kört eller gått mot rött. Detta kan bero på

    otydliga trafiksignaler såsom "släckta"

    gångsignaler eller på dålig sikt. Trots att regressionsanalyserna inte visar på några tydliga samband kan konstateras att ett flertal olyckor inträffat på tillfarter där motorfordon kommer från höghastighetsmiljöer. Vid platsbesök upplevdes både siktförhållande samt vägvisning som bristfällig. Sikten i trafikplatserna varierar för de olika till- och frånfarterna då vissa av dem exempelvis har räcken, stänkskydd och/eller geometriska förutsättningar som begränsar sikten. Även vägvisningen varierar i kvalitet då vissa tillfarter har försetts med moderna skyltar som tydligt markerar cirkulationsplats medan andra har äldre vägvisning där detta inte är lika tydligt.

     

    Till sist konstateras att tydlighet är viktigt för att kunna hålla en hög trafiksäkerhet i trafikplatser med överliggande cirkulation. Lättolkad vägvisning och goda siktförhållanden bör därför prioriteras vid utformningen. På de platser där signalreglering förekommer rekommenderas att antingen ha ett traditionellt bevakat övergångsställe, det vill säga att signalen ständigt är tänd, eller ett traditionellt

    obevakat. "Släckt" signal upplevs inte som en säker lösning trots att denna ska ge oskyddade trafikanter en

    säker passage som annars kan kännas svår.

    Att hitta en generell lösning som passar alla trafikplatser med överliggande cirkulation går antagligen inte då varje enskild trafikplats har olika förutsättningar vad gäller exempelvis flöden, lokalisering, storlek och därmed hastighet, samt andra utformningsdetaljer.

    A study on factors affecting the relationship between congestion impacts and congestion performance measures in area-road networks2012Conference paper (Refereed)
    Abstract [en]

    Congestion performance measures (CPMs) are a key part of decision making. There are several aspects they have to fulfill in order to be useful tools for performance based planning. The relevance aspect corresponds to the capacity of a CPM to capture the impacts of congestion. Previous studies have identified factors that can impact the relevance of the indicators. Additionally, current congestion performance measures use the output of long term planning models. This made the indicators insensitive to the dynamics of congestion. Current improvements in traffic information and data availability have not been followed by corresponding evaluations of how congestion indicators describe the impacts of congestion. The present study is devoted to analyzing these factors with a special focus on factors influencing pollutant emissions. The car fleet composition has significant influenced when comparing areas with different car fleet compositions, hence it was not possible to identify the indicator that performed best. When the car fleet compositions between two areas are similar, the indicators that provided higher relevance were Relative Speed Reduction (Weighted Average) and Excess Delay. The percentage of heavy vehicles does not influence the capabilities of capturing the impacts of congestion. A discussion about how relevant aspects act together with other desired aspects for CPMs is presented. Recommendations for practitioners are presented at the end of the document.

    Congestion indicators for monitoring congestion in road area networks have been devised to use the output of long-term planning models which makes them insensitive to the dynamics of congestion or pollutant emissions. The objective of the present study is to compare the capabilities of different congestion indicators for describing congestion impacts (delays and emissions) considering a dynamic framework analysis. Microsimulation is used for estimating the congestion indicators as well as the congestion impacts in a disaggregated and dynamic mode. The indicators with the best descriptive capabilities are identified. Recommendations about indicators are provided for road practitioners.

    Abstract [en]

    For operational and planning purposes it is important to observe, predict and monitor the traffic performance of congested urban road links and networks. This monitoring effort describes the traffic conditions in road networks using congestion performance measures. The objective of this research is to analyse and evaluate methods for measuring congestion and congestion performance measures for monitoring purposes. For this objective, a selection of the required aspects of the performance measures in the literature is considered. The aspects to be considered can be classified into two categories: A first group relates to the statistical aspects of these indicators, i.e. reliability. The second relates to their ability to capture the impacts of congestion, i.e .relevance. The reliability and relevance of the congestion performance measures are evaluated. A recommendation of the most suitable indicator is provided at the end of the study.

    Abstract [en]

    Malaysian ports’ container volumes are expected to increase to 36.6 million TEUs in 2020 compare to 12 million TEUs in 2005. Almost 45% of the container volumes are local containers entering the Malaysian hinterland. The hinterland container transport movements are dominated by road haulage (90%), alongside road-rail intermodal that currently handles the remaining 10%.

    The aim of this research is to develop possible strategies for improving the logistics of the intermodal hinterland container transport system based on customer demand, cost-efficiency, environmental impacts and quality. Intermodal began to capture more container volumes from ports, especially Port Klang, in 1989. This was initiated by the opening of Ipoh Cargo Terminal (ICT). Other inland terminals such as Padang Besar (Perlis), Nilai Inland Port (Negeri Sembilan), Segamat Inland Port (Johore) and three other ICDs have seen a good share of intermodal movements during that time. But for the past 10 years, the intermodal share has declined.

    The government is concerned with the congestion, greenhouse gas (GHG) emissions from road haulage and security issues. The Prime Minister has pledged that by the year 2020, Malaysia will reduce its CO2 emissions by 40% and it is believed that intermodal could be one of the solutions to achieve this. The need to shift from road haulage to road-rail intermodal has been mentioned in Industrial Master Plan 3 (2006) and the Logistics Road Map (2009) to alleviate these problems. Intermodal hinterland container transport is a trend in many European ports to solve road haulage problems.

    The current hinterland container transport in Malaysia showed that the share of intermodal in Malaysia is still low. Most of the inland terminals in Malaysia are underutilised. Based on a customer survey, the major issues for customers to shift to intermodal is not only cost but also service quality. The lack of strategic policies and effective institutional aspects also contributes to make intermodal services less attractive.

    The Port Klang-Ipoh Corridor has a huge potential to be the main intermodal corridor in Malaysia. The case study showed that this corridor has the container volume to support intermodal services. The case study indicated a cost saving of 51% compared to direct road haulage, whereby CO2 emissions would be reduced by 36%.

    However, all the cost savings and reductions in CO2 emissions are not viable if there is no implementation of the most effective strategies to promote intermodal movement. The strategies include 1) introducing the Intermodal Transport Department and new policies, 2) introducing specific intermodal services, 3) setting up the green corridor concept, 4) developing a reward system for actors in intermodal transportation, 5) collaboration and coordination issues and 6) quality of service monitoring.

    Implementations of these strategies is vital to enhance the intermodal share in the Malaysian environment.

    Abstract [en]

    Intermodal transport chains include several transport modes and several instances of handling at terminals. This means a specific cost structure, time consumption and a risk that goods will be damaged. The aim is to find the weakest link in intermodal transport chains, which can be critical when increasing combined transportation.

    The method is to map and analyse a number of intermodal transport chains and investigate each link in the chains with regard to time, cost, risk of damage, and administrative process.

    Different transport chains will be chosen with different modes, terminal handling methods and distances. Shock and vibration will be measured in loading units during handling and transportation. A terminal cost model will be developed and interviews held to determine customer experience.

    Järnvägsgruppen vid Kungliga Tekniska Högskolan (KTH) i Stockholm bedriver tvärvetenskaplig forskning och utbildning inom järnvägsteknik och tågtrafikplanering. Syftet med forskningen är att utveckla metoder och bidra med kunskap som kan utveckla järnvägen som transportmedel och göra tåget mer attraktivt för transportkunderna och mer lönsamt för järnvägsföretagen. Järnvägsgruppen finansieras bland annat av Trafikverket, Bombardier och Branschföreningen Tågoperatörerna.

    Detta projekt ”Kapacitetsanalys av det svenska järnvägsnätet” har finansierats av Banverket och redovisas i tre delrapporter:

    Abstract [en]

    Forecasts indicate that it is not possible to reduce total greenhouse gas (GHG) emissions from transport to fulfil the target of two degrees global warming with technology means alone. It is possible to reduce GHG-emissions for all modes but still rail will be the most efficient mode by 2050. Rail has a modest market share in the EU in comparison with 'best practice' rail systems in the world. There is a big potential if the rail system is developed with new high speed rail and freight corridors as well as an upgraded conventional network and intermodal systems. This paper presents an estimation of the effects of a partial mode shift to rail transport applying world's 'best practice' by the year 2050. It is shown that such a mode shift to rail can reduce EU transport GHG emissions over land by about 20 %, compared with a baseline scenario. In combination with low-carbon electricity production a reduction of about 30 % may be achieved. A developed rail system can thus substantially contribute to the EU target of reducing GHG emissions in the transport sector by 60 % below 1990 levels. To enable such a mode shift and to manage the demand for capacity, there is a need of investments. This will also maintain and increase mobility for passengers and freight transport.

    High-speed trains in Sweden – a good idea?2010Conference paper (Refereed)
    Abstract [en]

    The demand for both passenger and freight rail transport in Sweden has never before been higher than in the year 2008. There is now serious lack of capacity and big delays, and need for massive investment in rail. High-speed trains may be a way to relieve track congestion, reduce travel times and improve the environment through less air and car travel.

    The Swedish National Rail Administration has initiated a number of studies on the value of high-speed trains over the last years. The Swedish government has initiated a study that was finished 14

    thof September 2009 and suggested to build a separate high speed tracks in Sweden.

    The paper describes the main findings of the study and the models employed. The latter is of importance since two models gave significantly different results, even though both showed a positive socio-economic net return. The cost-benefit calculations have also been subject to scepticism. These scepticisms are also described and commented.

    Järnvägsgruppen vid Kungliga Tekniska Högskolan (KTH) i Stockholm bedriver tvärvetenskaplig forskning och utbildning inom järnvägsteknik och tågtrafikplanering. Syftet med forskningen är att utveckla metoder och bidra med kunskap som kan utveckla järnvägen som transportmedel och göra tåget mer attraktivt för transportkunderna och mer lönsamt för järnvägsföretagen. Järnvägsgruppen finansieras bland annat av Trafikverket, Bombardier och Branschföreningen Tågoperatörerna.

    Detta projekt ”Kapacitetsanalys av det svenska järnvägsnätet” har finansierats av Banverket och redovisas i tre delrapporter:

    1. Hur många tåg kan man köra? En analys av teoretisk och praktisk kapacitet

    2. Bearbetning och analys av databas över infrastruktur, trafik, tidtabell och förseningar

    3. Förslag till åtgärder för att öka kapaciteten på kort sikt.
