Abstract [en]

Budgetöverskridanden i kommunala infrastrukturprojekt är ett återkommande och komplext problem med flera bakomliggande orsaker. Syftet med detta arbete har varit att undersöka varför dessa överskridanden uppstår, samt hur tre svenska kommuner – Jönköping, Värnamo och Växjö – arbetar med planering, upphandling och kostnadsstyrning för att hantera problemet. Genom en kombination av litteraturstudie, analys av projektdokumentation samt intervjuer medkommunrepresentanter framkommer att orsakerna är både tekniska, psykologiska ochorganisatoriska. ÄTA-arbeten, otillräcklig planering och externa faktorer som markförhållanden och materialpriser utgör återkommande utmaningar i samtliga kommuner.

Studien visar även tydliga skillnader mellan kommunerna, där Växjö särskiljer sig genom välutvecklade rutiner och system. Resultaten pekar på vikten av strukturerad projekthantering, erfaren projektledning och systematisk dokumentation. För att minska budgetöverskridanden krävs ett ökat fokus på förberedelser, uppföljning och kompetensutveckling.

Abstract [en]

Cost overruns in municipal infrastructure projects constitute a recurring and complex issue with multiple underlying causes. The purpose of this thesis has been to investigate the reasons behind such overruns and to examine how three Swedish municipalities – Jönköping, Värnamo, and Växjö – manage planning, procurement, and cost control throughout their projects. Using a combination of literature review, document analysis, and interviews with municipal representatives, the study reveals that causes are often technical, psychological, and organizational. Frequent challenges include change orders, insufficient planning, and external factors such as soil conditions and fluctuating material prices.

The study also highlights significant differences between the municipalities, with Växjö demonstrating more structured routines and systems. The findings hightlight the importance of thorough preparation, experienced project leadership, and systematic documentation. To reducecost overruns, municipalities should focus more on early-stage planning, continuous monitoring, and developing internal competence.
