I denna rapport har det gjorts en undersökning av två nya byggnadsregler som har påverkat exploateringsavtal och byggnationen av nya fastigheter. Byggreglerna ska leda till att homogenisera den skandinaviska marknaden. Det ska även främja innovation och underlätta byggnation av nya fastigheter. För att kunna dra slutsatser så kommer det i denna rapport att göras en granskning av Sundbybergs kommun. En liten men snabbt växande kommun. De två byggnationsreglerna som kommer att behandlas i denna rapport är exploateringsavtalsregler i PBL 2015 lagändring samt Boverkets nya byggregler. Granskningarna har visat att byggnationen i Sundbyberg har inte skett på ett sätt som bäst gynnar kommunen eller kommunens invånare. De nya byggreglerna förväntas skapa konflikter mellan byggherre och kommuner, det kan även leda till försämrad levnadsstandard för de som flyttar in i bostäder byggda efter den 1 juli 2025.

This report investigates the long term impact the new building regulations can have on the market and the quality of the new buildings. The two regulations that will be studied are the legislative amendment to PBL in the year 2015 and the second building regulation that will enter into force in July 2025. The municipality that will be analyzed is Sundbyberg which is Sweden's smallest municipality. The result of this report shows that the limitations forced by the law have had a negative effect on Sundbyberg growth. And the newest law will most likely cause a lot of tension between the municipalities and the developer. It may also result in houses of poorer qualities.
