This study examines how Swedish municipalities document their implementation process of welfare technology (WFT) in municipal elder care. The aim was to explore the extent and focus of municipal documentation regarding WFT policy and implementation strategies, with particular attention to how employee perspectives, work content, and the work environment were addressed. By conducting a thematic analysis on municipal documents at both strategic and operational levels, the study sought to identify how the implementation process is described by the municipalities and assess how the needs of eldercare staff were reflected in these documents. Interviews with key stakeholders were conducted to ensure the completeness of the document collection and validate the analysis results.

Findings reveal that while municipalities often articulate clear visions for WFT adoption, documentation lacks detailed action plans, user-oriented guidelines, and structured processes for effective implementation. There is limited attention to frontline staff, with few documents providing practical guidance for integrating WFT into daily workflows. Competence development is frequently mentioned but rarely supported by systematic training or competency mapping. Furthermore, funding is typically limited to pilot projects, with little planning for long-term adoption and continuous learning. The absence of post-implementation evaluations further hinders organisational learning and future improvements.

While the study primarily focused on documentation practices rather than implementation outcomes, the findings suggest that municipalities would benefit from more comprehensive implementation plans, user-oriented documentation, long-term funding, and standardised evaluation practices. The study recommends that municipalities adopt a more structured approach to WFT implementation, ensuring that documentation not only reflects strategic goals but also provides clear pathways for operational success. Addressing these gaps could strengthen the link between strategic ambitions and practical realities, ultimately enhancing WFT integration in municipal elder care.

Denna studie undersöker hur svenska kommuner dokumenterar sin implementeringsprocess av välfärdsteknik inom kommunal äldreomsorg. Syftet var att utforska omfattning och fokus i kommunernas dokumentation av policys för välfärdsteknik och implementeringsstrategier, med särskilt fokus på hur medarbetarperspektiv, arbetsinnehåll och arbetsmiljö beaktades. Genom en tematisk dokumentanalys av kommunala dokument på både strategisk och operativ nivå, syftade studien till att kartlägga hur implementeringsprocessen beskrevs och bedöma hur äldreomsorgspersonalens behov återspeglades i dokumentationen. Intervjuer med nyckelpersoner genomfördes för att säkerställa att dokumentationsinsamlingen var komplett och för att validera analysresultaten.

Resultaten visar att även om kommunerna ofta uttrycker tydliga visioner för integrering av välfärdsteknik, saknas detaljerade handlingsplaner, användarfokuserade riktlinjer och strukturerade processer för en effektiv implementering. Det finns begränsad uppmärksamhet på första-linjens personal, och få dokument ger praktisk vägledning för hur välfärdsteknik ska integreras i det dagliga arbetet. Kompetensutveckling nämns ofta men stöds sällan av systematisk utbildning eller kartläggning av kompetenser. Dessutom är finansieringen vanligtvis begränsad till pilotprojekt, med begränsad planering för långsiktig implementering och kontinuerligt lärande. Avsaknaden av utvärderingar efter implementeringen försvårar också organisatoriskt lärande och förbättring av framtida projekt.

Även om studien främst fokuserade på dokumentationspraxis snarare än implementeringsresultat, tyder resultaten på att kommuner skulle gynnas av mer genomarbetade implementeringsplaner, användarfokuserad dokumentation, långsiktig finansiering och standardiserade utvärderingsrutiner. Studien rekommenderar att kommuner antar en mer strukturerad strategi för implementering av välfärdsteknik, där dokumentationen inte bara speglar strategiska mål utan också tillhandahåller tydliga vägar för operativ framgång. Att åtgärda dessa brister kan stärka kopplingen mellan strategiska ambitioner och praktisk verklighet, vilket i slutändan kan förbättra implementering och integrering av välfärdsteknik i kommunal äldreomsorg.
