Abstract [sv]

Varje år förlorar byggbranschen enorma resurser till följd av diskrepansen mellan teoretisk logistikplanering och praktiskt genomförande. Trots omfattande förprojektering uppstår ofta oförutsedda avvikelser i produktionen, det så kallade bygglogistiska gapet. Vilket resulterar i ökande totalkostnader och brutna tidsplaner. Denna problematik ställs på sin absoluta spets i komplexa och driftkänsliga vårdmiljöer, där extrem ytbrist och nolltolerans mot störningar gör att brister i logistikplaneringen får omedelbara konsekvenser för både byggprojektet och intilliggande, livskritisk sjukhusverksamhet.Syftet med denna studie är att kartlägga hur det bygglogistiska gapet uppstår samt att utforma en åtgärdsstrategi för materialflöden på ytbegränsade arbetsplatser. Studien genomförs som en kvalitativ fallstudie av den planerade ombyggnationen av Hus 14 vid Södersjukhuset i Stockholm. Datainsamlingen baseras på semistrukturerade intervjuer med representanter från Locum, MVB och Prolog, kompletterat med dokumentanalys och platsbesök.Resultatet visar att dolda miljörisker såsom oregistrerad asbest, strikta infektionskrav (ICRA), bärighetsrestriktioner och språkbarriärer bland yrkesarbetare utgör de primära orsakerna till produktionsstörningar vid sjukhusbyggnation. Samtliga tre intervjuperspektiv är samstämmiga kring att gapet inte uppstår av bristande planering i allmänhet, utan av att planeringen inte är proaktivt anpassad till de specifika och icke generaliserbara villkor som en aktiv sjukhusmiljö skapar. Teorier om Just-in-Time (JIT), Theory of Constraints (TOC), Supply Chain Management (SCM) och workarounds tillämpas för att analysera de identifierade gapkällor.För att överbrygga gapet presenteras en teoretisk logistikplan som implementerar Just-in-Time leveranser via ett externt bygglogistikcenter (BLC), en överdimensionerad bygghiss med intagsbryggor på varje våningsplan samt en upphöjd logistikplattform för att maximera den tillgängliga logistikytan. Kompletterande åtgärder inkluderar ett tvingande digitalt leveransplaneringssystem med slot-tider, dagliga PPU-möten och visuella flerspråkliga verktyg för att hantera kommunikationsbarriärer. Studien rekommenderar samverkansentreprenad med pain/gain modell som organisatoriskt ramverk för att säkerställa att de tekniska lösningarna efterlevs i praktiken.Studiens slutsats är att en effektiv logistikplan för sjukhusbyggnation förutsätter att tekniska, organisatoriska och relationella aspekter vävs samman redan i Fas 0. Resultaten bör läsas som ett analytiskt planeringsverktyg och ett konceptuellt ramverk som behöver kompletteras med geoteknisk och konstruktiv expertis för att kunna genomföras fullt ut.

Abstract [en]

Each year, the construction industry loses enormous resources due to the discrepancy between theoretical logistics planning and practical implementation. Despite extensive preplanning, unforeseen deviations frequently arise during construction, a phenomenon termed the construction logistics gap resulting in increased total costs and delayed schedules. These challenges are particularly acute in complex and operationally sensitive healthcare environments, where extreme space constraints and zero tolerance for disruptions mean that inadequate logistics planning has immediate consequences for both the construction project and adjacent, life-critical hospital operations.The purpose of this study is to map how the construction logistics gap arises and to develop a strategy for managing material flows in space-constrained workplaces. The study is conducted as a qualitative case study of the planned renovation of Building 14 (Hus 14) at Södersjukhuset in Stockholm. Data collection is based on semi-structured interviews with representatives from Locum, MVB, and Prolog, supplemented by document analysis and physical site visits.The findings reveal hidden environmental hazards such as unregistered asbestos, strict infection control requirements (ICRA), structural load-bearing restrictions, and language barriers among construction workers constitute the primary causes of production disruptions in hospital construction. All three interview perspectives converge on the finding that the logistics gap does not arise from poor planning in general, but from planning that has not been proactively adapted to the specific and non-generalizable boundary conditions created by an active hospital environment. Theories of Just-in-Time (JIT), Theory of Constraints (TOC), Supply Chain Management (SCM), and workarounds are applied to analyse the identified gap sources.To bridge the gap, a theoretical logistics and site disposition plan (APD) is presented, implementing Just-in-Time deliveries via an external construction logistics centre (BLC), an oversized construction elevator with loading platforms on each floor, and an elevated logistics platform to maximize available logistics area. Complementary measures include a mandatory digital delivery scheduling system with time slots, daily PPU (Planned Percent Complete) meetings, and visual multilingual control tools to address communication barriers. The study recommends a collaborative contracting model with a pain/gain incentive structure as an organisational framework to ensure that technical solutions are adhered to in practice.The study concludes that an effective logistics plan for hospital construction requires the integration of technical, organisational, and relational aspects from the earliest planning phase (Fas 0). The results should be interpreted as an analytical planning tool and a conceptual framework that requires supplementary geotechnical and structural expertise for full implementation.
