Abstract [sv]

Byggsektorn står inför en avgörande brytpunkt där linjära materialflöden inte längre ärhållbara, varken ur ett miljömässigt eller ett långsiktigt ekonomiskt perspektiv. Branschen ståräven inför omfattande förändringar till följd av ökade klimatkrav, resursbrist och osäkraomvärldsfaktorer. Det sker även en införing av nya styrmedel, såsom EU:s koldioxidtullar(CBAM).Examensarbetets syfte, utfört vårterminen 2026 vid KTH inom sektionen byggteknik ochdesign, är att undersöka hur yttre faktorer fungerar som drivkrafter och hinder för cirkulärtbyggande i Sverige. Vidare fokuserar studien på behovet av återbruk och resurseffektivitetinom bygg- och fastighetssektorn.Studien har genomförts genom en kvalitativ metod bestående av en omfattande litteraturstudiei kombination med semistrukturerade intervjuer. Intervjuerna har skett med experter inomhållbarhet och projektledning på Skanska samt med andra relevanta aktörer i byggbranschensvärdekedja.Resultaten visar att yttre faktorer i allt högre grad fungerar som drivkrafter för den cirkuläraomställningen. Medan miljömässiga mål länge varit den primära drivkraften, har ekonomiskaincitament och försörjningsrisker till följd av globala kriser blivit alltmer avgörande.Krissituationer har synliggjort sårbarheten i globala leveranskedjor, vilket ökat intresset förlokala, cirkulära resurser som en metod för att säkra projektens genomförbarhet.Trots att många är positiva till återbruk finns det flera hinder. Det saknas tydliga regler ochrutiner för att säkerställa kvalitet och märkning av begagnat material. Dessutom ärtransporterna ofta dyra och det är svårt att veta om det blir ekonomiskt lönsamt. Slutligen finnsjuridiska problem, som oklara ansvarsfrågor och garantier.Arbetets slutsats är att cirkulärt byggande inte längre enbart är en hållbarhetsfråga, utan ennödvändig affärsstrategi för att hantera framtida rättsliga krav och säkerställa stabilabyggprocesser. För att skala upp tillämpningen krävs en kombination av skärpta lagkrav,digitala materialpass och en utvecklad marknadsplats för återbrukat material som kankonkurrera med nyproduktion i både tid och pris.

Abstract [en]

The construction sector is facing a critical turning point where linear material flows are nolonger sustainable, neither from an environmental nor a long-term economic perspective. Theindustry is also undergoing significant changes due to increasing climate requirements,resource scarcity, and uncertain external factors. Additionally, new regulatory instruments arebeing introduced, such as the EU’s carbon border adjustment mechanism (CBAM).The purpose of this degree project, conducted during the spring semester of 2026 at KTHwithin the Department of Building Engineering and Design, is to examine how external factorsact as drivers and barriers to circular construction in Sweden. Furthermore, the study focuseson the need for reuse and resource efficiency within the construction and real estate sector.The study has been carried out using a qualitative method consisting of an extensive literaturereview combined with semi-structured interviews. The interviews were conducted with expertsin sustainability and project management at Skanska, as well as other relevant stakeholderswithin the construction industry’s value chain.The results show that external factors are increasingly acting as drivers of the circulartransition. While environmental goals have long been the primary driving force, economicincentives and supply risks resulting from global crises are becoming increasingly decisive.Crisis situations have highlighted the vulnerability of global supply chains, which hasincreased interest in local, circular resources as a means of ensuring project feasibility.Despite generally positive attitudes toward reuse, several barriers remain. There is a lack ofclear regulations and procedures to ensure the quality and certification of reused materials. Inaddition, transportation costs are often high, and it is difficult to determine economic viability.Finally, legal challenges persist, such as unclear liabilities and warranty issues.The conclusion of this thesis is that circular construction is no longer solely a sustainabilityissue but has become a necessary business strategy for managing future regulatoryrequirements and ensuring stable construction processes. To scale up implementation, acombination of stricter regulatory frameworks, digital material passports, and a well-developed marketplace for reused materials is required, one that can compete with newproduction in both time and cost.
