Abstract [sv]
Potentialen att minska biobränsleanvändningen i fjärrvärmenät i elområde 2 (SE2) genom att ersätta biobränsle med elbaserad värmeproduktion från innestängd vindkraft undersöktes. Dagens elskatt begränsar användningen av elpannor under perioder med låga elpriser trots att dessa perioder sammanfaller med överskott på elproduktionskapacitet. Den teoretiska potentialen utan detta skattemässiga hinder uppskattades med en förenklad modell där samtliga 70 fjärrvärmenät i SE2 modellerades individuellt utifrån offentliga data. I modellen beaktades endast värmebalansen, medan elproduktion och ackumulator exkluderades. För att undersöka i vilken utsträckning denna potential kan realiseras i praktiken analyserades tre fallstudier med en avancerad energibalansmodell baserad på verkliga produktionsdata och systemförutsättningar, inklusive ackumulator och elproduktion. Jämförelsen mellan modellerna visade att besparingarna låg i samma storleksordning, samtidigt som fallstudierna visade att ackumulatorns flexibilitet är central för att realisera potentialen i praktiken. Den exakta besparingen visade sig dock vara beroende av nätspecifika förutsättningar.
Resultaten visar att det finns potential att minska biobränsleanvändningen genom att utnyttja innestängd vindkraft, förutsatt att elskatten sänks under perioder med låga elpriser. Den förenklade modellen visade att omkring 45 % av den totala besparingspotentialen återfinns i de tre största av de 70 fjärrvärmenäten. Fallstudierna visade att en ackumulator skapar den flexibilitet som krävs för att i praktiken realisera en stor del av denna potential. För att tillvarata innestängd vindkraft behöver elskatten vara lägre under perioder med låga elpriser, då överskott på elproduktionskapacitet råder. För nät som redan har elpanna och ackumulator indikerade resultaten att en sänkning av elskatten från dagens 360 till omkring 270 SEK/MWh under dessa perioder är tillräcklig för att möjliggöra ökad användning av elbaserad värmeproduktion från innestängd vindkraft. För nät som saknar elpanna och ackumulator visade den ekonomiska analysen att investeringar kan vara lönsamma, men att lönsamheten är beroende av nätspecifika förutsättningar och i flera fall behöver kompletteras med intäkter från stödtjänstmarknaden (mFRR). Resultaten visar sammantaget att en riktad sänkning av elskatten under perioder med låga elpriser kan öka nyttjandet av innestängd vindkraft och samtidigt minska biobränsleanvändningen i svenska fjärrvärmesystem.
Abstract [en]
The potential to reduce biomass fuel consumption in district heating networks in electricity price area 2 (SE2) by replacing biomass-based heat production with electricity-based heat production from curtailed wind power was investigated. The current electricity tax limits the use of electric boilers during periods of low electricity prices, despite these periods coinciding with surplus electricity generation capacity. The theoretical potential in the absence of this tax related barrier was estimated using a simplified model in which all 70 district heating networks in SE2 were modelled individually based on publicly available data. The model considered only the heat balance, while electricity generation and thermal energy storage were excluded. To investigate the extent to which this potential can be realized in practice, three case studies were analyzed using an advanced energy balance model based on real operational data and system conditions, including thermal energy storage and combined heat and power generation. The comparison between the models showed that the estimated savings were of the same order of magnitude, while the case studies demonstrated that the flexibility provided by thermal energy storage is essential for realizing the potential in practice. The exact level of savings was, however, found to depend on network specific conditions.
The results indicate that there is potential to reduce biomass fuel consumption by utilizing curtailed wind power, provided that the electricity tax is reduced during periods of low electricity prices. The simplified model showed that approximately 45% of the total savings potential is located within the three largest district heating networks among the 70 networks analyzed. The case studies demonstrated that thermal energy storage provides the flexibility required to realize a large share of this potential in practice. To utilize curtailed wind power, the electricity tax needs to be lower during periods of low electricity prices when surplus electricity generation capacity exists. For networks that already have an electric boiler and thermal energy storage, the results indicate that reducing the electricity tax from the current 360 to approximately 270 SEK/MWh during these periods is sufficient to enable increased use of electricity-based heat production from curtailed wind power. For networks lacking electric boilers and thermal energy storage, the economic analysis showed that investments may be profitable, but profitability depends on network-specific conditions and in several cases needs to be supplemented by revenues from the balancing market (mFRR). Overall, the results show that a targeted reduction of the electricity tax during periods of low electricity prices could increase the utilization of curtailed wind power while simultaneously reducing biomass fuel consumption in Swedish district heating systems.
