Underwater navigation technologies, aligning technological advances with operational requirements

Abstract [en]

Underwater drones are designed to assist, replace and complement humans and crewed platforms. They are used for various missions, the success of which depends on a reliable navigational solution relevant to the operational settings. This study adopts a sociotechnical approach to explore one way of relating underwater navigation technology with operational needs, emphasising the need to align technological advances with operational requirements to improve system effectiveness and relevance. A framework is derived from different definitions of capability to analyse underwater navigation techniques for their contribution to certain capabilities. Using the framework, the possibilities and limitations of each technology are evaluated based on tasks, environmental conditions and operational circumstances. A literature search and qualitative evaluation of the results identify and analyse relevant navigation technologies, which are then assessed according to their ability to meet capability needs. The research is clear: a comprehensive approach to technology development is needed, integrating insights from both researchers and end-users to increase the effectiveness of underwater systems.

Undervattensdrönare är utformade för att assistera, ersätta och komplettera människor och bemannade plattformar. De används för olika uppdrag, och deras framgång är beroende av en tillförlitlig navigationslösning som är relevant för de operativa miljöerna. Denna studie antar en socioteknisk metod för att utforska ett sätt att relatera teknik för undervattensnavigation till operativa behov, med betoning på behovet av att anpassa tekniska framsteg till operativa krav för att förbättra systemets effektivitet och relevans. Ett ramverk härleds från olika definitioner av förmåga för att analysera olika tekniker för undervattensnavigations genom deras bidrag till vissa förmågor. Med hjälp av ramverket utvärderas möjligheterna och begränsningarna för varje teknikområde baserat på uppgifter, miljöförhållanden och operativa omständigheter. En litteratursökning och kvalitativ utvärdering av resultaten identifierar och analyserar relevanta navigationstekniker, som sedan bedöms utifrån deras förmåga att möta ett förmågebehov. Forskningen är tydlig: en omfattande strategi för teknikutveckling behövs, som integrerar insikter från både forskare och slutanvändare för att öka effektiviteten hos undervattenssystem.

Abstract [en]

This thesis explores how capability engineering can foster trust in innovation and the effective development of capabilities within military systems in response to rapid technological advancements. Specifically, it examines this in the context of capability development through the case of maritime unmanned systems in a military context. Although advanced technologies are becoming more accessible to both state and non-state actors, achieving operational success requires more than technological innovation alone. Capability engineering is an interdisciplinary framework that sits above systems engineering. It integrates value, purpose, and solutions in order to manage complex sociotechnical systems. This study examines capabilities across three layers: technical, sociotechnical and governance. The technical layer focuses on unmanned maritime systems and the challenges of integration. The sociotechnical layer explores humantechnology interaction, emphasising that system reliability depends on the synergy between human skills and machine interfaces. The governance layer addresses standards, laws, doctrines and ethical considerations to form a coherent structure for system oversight. In order to address the complexity of capability development, the thesis introduces the Task-Circumstances-Environment (TCE) model, which offers practical guidance on how to evaluate technological choices. It also proposes strategies to foster innovation, such as improving communication and considering the capability lifecycle alongside the system lifecycle when implementing new technologies. Acknowledging the interdisciplinary nature of military innovation, the thesis draws on systems engineering, ethics, law and defence strategy. It outlines methods to overcome collaboration challenges, such as promoting open dialogue and shared goals. Ultimately, the research presents a comprehensive framework for developing and managing military capabilities, enabling organisations to adapt and remain effective in a rapidly evolving technological landscape. This thesis thus makes three contributions: theoretically it develops frameworks for use in capability engineering, empirically it studies the complex domain of maritime unmanned systems in a military context, and practically it suggests a way to work with capability development using capability engineering.

Denna avhandling utforskar hur capability engineering (förmågearbete) kan främja förtroende för innovation och effektiv utveckling av förmågor inom militära system som svar på snabba tekniska framsteg. Mer specifikt undersöks detta i samband med förmågeutveckling genom att beskriva ett fall med marina obemannade system i ett militärt sammanhang. Även om avancerad teknik blir mer tillgänglig för både statliga och icke-statliga aktörer, kräver det mer än bara teknisk innovation för att uppnå operativ framgång. Capability engineering är ett tvärvetenskapligt ramverk som ligger över systemteknik. Det integrerar värde, syfte och lösningar för att hantera komplexa sociotekniska system. Denna studie undersöker förmågor med hjälp av tre lager: det tekniska lagret, det sociotekniska lagret och det reglerande lagret. I denna avhandling representeras det tekniska lagret av obemannade system inom den maritima domänen, vilket belyser flera tvärvetenskapliga problem som behöver lösas inom och mellan de olika lagren. Det sociotekniska lagret handlar om interaktionen mellan människor, organisationer och teknik. I detta sammanhang är synergin mellan mänskliga färdigheter och maskingränssnitt nyckeln till att säkerställa systemtillförlitlighet, snarare än varje komponents individuella prestanda. Det reglerande lagret definieras av de standarder, doktriner, lagar, förordningar och etiska överväganden som styr användandet av militära system. Detta skikt integrerar tekniska möjligheter, sociotekniska strukturer och styrande dokument i ett sammanhängande ramverk för att hantera systemet i sin helhet. För att hantera komplexiteten i förmågeutveckling introducerar denna avhandling TCE-modellen (Task-Circumstances-Environment), som erbjuder en praktisk vägledning för hur tekniska val utvärderas. Den föreslår också strategier för att främja innovation, såsom att förbättra kommunikationen och beakta förmågornas livscykel tillsammans med systemets livscykel vid implementering av ny teknik. Den tvärvetenskapliga karaktären av militär innovation kräver en djupgående undersökning av flera viktiga forskningsområden, inklusive systems engineering (systemarbete), etik och juridik, militära studier och försvarsstrategi. Den beskriver metoder för att övervinna samarbetsutmaningar, såsom att främja öppen dialog och gemensamma mål.  Denna forskning presenterar ett omfattande ramverk för att utveckla och hantera militära förmågor, vilket gör det möjligt för organisationer att anpassa sig och förbli effektiva i ett snabbt föränderligt teknologiskt landskap. Denna avhandling gör således tre bidrag: teoretiskt utvecklar den ramverk för användning inom capability engineering, empiriskt studerar den det komplexa området med maritima obemannade system i ett militärt sammanhang, och praktiskt föreslår den ett sätt att arbeta med förmågeutveckling med hjälp av capability engineering.
